Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Applications must be submitted after 12:01 AM (ET) of the posted Job Posting Open Date and before 11:59 PM (ET) of the posted Job Posting Close Date to receive consideration.

This position is responsible for implementing the government's Quality Assurance Program by monitoring the contractor's quality control and inspection programs for assigned dredging and marine construction projects. The incumbent serves as a Senior Construction Control Inspector for various projects, including maintenance and new work dredging, disposal area maintenance, bank stabilization, beach nourishment, and the construction of fresh water control structures.

Major duties include, but are not limited to:

Contract and Site Monitoring: Conducts surveillance of work sites to ensure construction progress is maintained, verifies that dredging and marine construction activities comply with the approved plans and specifications of the contract, and reviews project plans to identify potential construction difficulties.

Technical Advisory and Reporting: Acts as a technical advisor, resolving conflicts between plans and the actual work being performed, consults with contractors and district personnel on environmental issues to ensure compliance with regulations, and reviews technical data, prepares progress reports, processes pay estimates, and maintains contract databases.

Investigation and Safety Compliance: Investigates the need for contract change orders and makes recommendations, inspects work areas to ensure the contractor is complying with both the Corps of Engineer’s Safety Requirements and the contractor's own Accident Prevention Plan, and identifies and reports unsafe conditions and ensures corrections are made.

The incumbent must complete a pre-employment physical and will be subject to periodic (e.g. annual) medical examinations following their appointment to determine fitness for the continued performance of the duties of the position.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

The position requires working at construction sites with exposure to various weather conditions, dust, and fumes, and involves physical activities such as walking on rough terrain and climbing.

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
The employee may be required to work in adverse weather conditions.

Must be able to lift up to 50 lbs.
