Position Overview/Duties

This is a noncompetitive temporary opportunity NTE 120 days, for a full-time Detail, Change to lower grade, Reassignment, or Promotion as the PROGRAM MANAGER GS-0340-15 PD RE523616 in the US ARMY ENGINEER DISTRICT, PITTSBURGH PLANNING, PROGRAMS & PROJECT MGMT DIV. The assignment is expected to be effective after 6/1/2026, for a period not to exceed 120 days. The duty location is William S. Moorhead Federal Building 1000 Liberty Ave in Pittsburgh, PA 15222.

MAJOR DUTIES: Serves as the Chief, Planning, Programs and Management Division and as the Deputy District Engineer (DDE) within the US Army Corps of Engineers, Pittsburgh District, with business management and program responsibility for assuring assigned local, regional, and national programs are executed within targeted costs and schedule and participate as an active member of the Regional Management Board (RMB).

Performs the following major duties:

  • Program & Project Integration - Manage the vertical and horizontal integration of Civil, Military, and Environmental projects, exercising full authority over management decisions to ensure quality delivery within cost and schedule.
  • Strategic Leadership & Budgeting - Collaborate with the District Commander to establish corporate goals, lead the Project Review Board (PRB), and direct the formulation of multi-year civil works programs and annual budgets.
  • External Liaison & Representation - Serve as the senior civilian representative and primary Congressional liaison, negotiating project agreements (FCSA, PCA, MOA) and representing the district's capabilities to Federal, state, and local agencies.
  • Personnel & Division Management - Supervise a diverse staff of project managers and technical specialists, overseeing all personnel management actions, organizational planning, and the effective implementation of Equal Opportunity programs.
  • Readiness & Risk Management - Ensure mission success by implementing Risk-Informed Decision Making and maintaining the district’s readiness posture through the development of emergency, mobilization, and contingency plans.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

SPECIALIZED EXPERIENCE: Eligible candidates must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal service defined as: directing and integrating complex, multi-year civil works, military, or environmental project programs; formulating strategic corporate goals and comprehensive program budgets; serving as a primary organizational representative to negotiate agreements with external agencies, project sponsors, and congressional entities; and supervising a multi-disciplinary workforce to execute project delivery utilizing risk-informed decision making.

  • Have not held a previous 120 temporary promotion/higher graded detail within last 52 weeks.

CONDITIONS OF EMPLOYMENT:

  • This position requires submission of a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.
  • For this temp 120 detail, a clearance will not be required.
  • Must have or be able to obtain Project Management Professional Certification within 12 months of entering on duty.
  • Must sign an Administrative Return Rights Agreement acknowledging the terms and conditions of the time-limited assignment and return rights to official position of record once the assignment ends.
  • Temporary appointments have an expiration date or “Not to Exceed (NTE)” and do not confer eligibility to be promoted or reassigned noncompetitively.
