Position Overview/Duties
Here is your chance to lead the dynamic and growing A-E Services Section within the Cost & General Engineering Branch. This section responsible for engineering products in the A-E pre-award process, to include A-E selection, SOW review, IGE development/review, and negotiations support, as well as A-E COR support post award. Looking for an experienced and ambitious individual who will be able to:
• Lead a diverse team of engineers (Design Managers) through GS-13 and provide administrative supervision to include workload assignment/balancing, performance evaluations, hiring, resolving complaints or grievances, mentoring, etc.;
• Serve as a technical expert for coordination of engineering responsibilities in solicitation preparation, selection evaluation, negotiation, and award of A-E service contracts;
• Identify A-E services requirements to meet district mission requirements and lead the acquisition planning and acquisition strategy for new and replacement vehicles to include coordinating with Programs, Planning & Project Management Division (P3MD), Contracting Division, and other Engineering Division staff;
• Manage and execute the administrative requirements for the A-E services program;
• Serve as a technical expert in A-E Source Selection Evaluation Boards overseeing board activities in evaluation findings and documentation of selection process and recommendations to the Selection Authority and Contracting Officer for award.
• Serve as a Contracting Officer Representative (COR) for A-E services contracts or task orders in the review, approval and timely processing of partial and final payment requests to A-E contractors.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Position covered by PWR SSR (Special Salary Rate).
Minimum Education Requirement: Bachelor of Science in Engineering or Architecture
Minimum Experience Requirement: Minimum of 6 months USACE work experience; 12 months+ preferred
