Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

You will serve as a project manager in the Regulatory Branch who evaluates Department of the Army (DA) permit applications and compliance cases for activities in waters of the U.S. and/or navigable waters of the U.S.

Major Duties:

- Evaluate permit applications.
- Conduct compliance inspections of activities in waters of the United States authorized under the Clean Water Act, the Rivers and Harbors Act of 1899, and/or the Marine Protection, Research and Sanctuaries Act.
- Aid in the development of procedures to implement directives from higher authority.
- Serve as District representative in groups and task forces with missions of interest to the regulatory program.
- Implement initiatives that facilitate effective, efficient, and consistent administration of the regulatory program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting at least one of the basic requirements above, to qualify for this position, you must also meet the qualification requirement listed below:

Minimum Experience Requirement for the GS-12 Grade Level:

Specialized Experience: One year of specialized experience which includes working with a regulatory program to evaluate impact on aquatic resources AND interpret regulations and guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Other Conditions and Requirements

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a valid driver's license.
- Required to submit a Confidential Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Temporary travel for duty may be up to 25%.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
This is a Science, Engineering and Analysis Career Field position.

Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is NOT authorized, based on a determination that a PCS move is not in the Government interest.
Eligible for situational telework only, including emergency and OPM prescribed "unscheduled".
