Position Overview/Duties

Performs electrical engineering design and review work for U.S. funded construction program as well as the electrical engineering review of a multi-million dollar Government of Japan (GOJ) design and construction program. Projects cover electrical engineering problems ranging from the conventional to the complex and require a capability of adapting precedents and engineering theories and principles to the particular needs of the project. Projects include communication facilities, family, quarters, bachelor quarters, fire stations, theaters, chapels, service clubs, dental clinics, dispensaries, hospitals, commissaries, warehouses, ammunition storage facilities, precision measuring equipment laboratories, hangars, power plants, POL facilities, hydrant fueling systems, boiler plants, etc. Reviews these projects for overall soundness of electrical engineering in a variety special areas, such as, fire protection, airfield lighting, power distribution, transformer stations, underground piping corrosion control, etc. U.S. funded projects: Performs design work on projects, including design analysis and contract plans and specifications. Reviews designs prepared by Architect- Engineers (A-E). Coordinates electrical design and review work with other technical disciplines. GOJ funded projects: Prepares the engineering criteria, and detailed as well as general design parameters for either DFAA's (Defense Facilities Administration Agency) or DFAB's (Defense Facilities Administration Bureau) guidance in preparing contract plans and specifications. Reviews all electrical shop drawings that are an extension of design and reviews other electrical shop drawings on request. Make on-site investigations before, during and after construction to observe and evaluate design and construction adequacy. Performs post-construction trouble-shooting of systems as required. Attends and conducts conferences and deals directly in technical matters with technical personnel, using agency officials and GOJ officials. Furnishes technical data and advice and provides technical assistance to Military Branch Project engineers and to Construction Division on request. Consult with Japanese counterpart Electrical Engineers, Architects, Structural Engineers, Civil Engineers and Mechanical Engineers, both Japanese and American to discuss design criteria, overlapping areas of responsibility, mutual technical problems, etc.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

  • This is an overseas position:

    • Overseas positions may have a tour limitation.
    • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
    • You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement)
