Position Overview/Duties
Serves as the Senior District technical authority and consultant on Fire Prevention/Protection (FPP) engineering with responsibility for providing expert advice on the interpretation of FPP policy directives and programs for US Army Engineer District, Far East throughout South Korea. Establishes and implements District-wide FPP engineering regulations, criteria and standards. Projects include a wide variety of buildings and facilities, such as hospitals; schools; administration buildings; high-rise enlisted, officer and family housing quarters; communication stations; underground command centers; airfields; aircraft hangars; POL systems; and ammunition handling and storage facilities. Work involves complex, high-technology features, such as engineered smoke removal, automatic water sprinkler, wetting agent, carbon dioxide, halogenated, dry chemical and foam extinguishing systems and fire resistance in construction.
1. Provides program direction and is the technical expert on FPP functional area. Develops and distributes procedural guides and instructions for District use in implementing programs. Plans, directs, and coordinates all FPP requirements at the project programming stage and through the beneficial occupancy stage. Reviews and approves fire prevention, protection and detection designs, studies and analyses prepared by Architect-Engineer (AE) firms and District in-house personnel. Assures compliance with fire and life-safety codes, criteria and sound engineering practice. Where deficiencies are noted, directs necessary changes and furnishes advice, assistance and guidance for corrective actions. Uses experienced professional judgment and creativity in selecting novel approaches and innovative techniques to the problems for which technical guides often do not provide concrete solutions. 50%
2. Serves as District authority to interpret and provide advice on HQ policies, regulations, and engineering criteria. Based on technical expertise, supplements HQ's directives and technical guidelines. Interprets and implements U.S. and Korea fire codes and regulations. Confers with counterpart FPP engineers at headquarters Departments of the Army, Air Force and Navy and the National Fire Protection Association. Directs and coordinates the efforts of architects, civil, structural, electrical and mechanical engineers to produce comprehensive fire prevention and protection documents. Makes special engineering surveys, investigations and reports of major fires involving facilities designed/built by the Corps of Engineers. 30%
3. Serves as consultant to District offices, tri-services customers in Korea, and others regarding fire protection and detection systems design, information, data and problems. Performs as senior engineer for the purpose of providing consultative services and/or making surveys concerning FPP engineering. Advises and assists the District in matters related to FPP construction problems, resolving conflicts in design and actual field conditions, reviewing value engineering proposals submitted by contractors and reviewing shop drawings. Witnesses operational tests to validate acceptance of contractor's work. 20%

This job opportunity is open to CURRENT, PERMANENT U.S. Army Corps of Engineers (USACE) employees ONLY. Eligible applicants must currently hold, or have previously held, a GS-13 position or higher with responsibilities comparable to those described in the Specific Duties section. CPAC will determine candidate qualifications. The position is in the Far East District (FED) located at USAG Humphreys, Pyeongtaek, South Korea.

Incumbent must be a registered fire protection engineer or engineer with appropriate training and experience. One of the following conditions must be met:
a) An engineer having a Bachelor of Science or Master of Science Degree in Fire Protection Engineering from an accredited university engineering program, plus a minimum of 5 years' work experience in fire protection engineering; or
b) A registered professional engineer who has passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering written examination; or
c) A registered professional engineer in a related engineering discipline with a minimum of 5 years' experience dedicated to fire protection engineering.
