Position Overview/Duties

Serves as a Senior Project Engineer for the Sentinel Program with direct responsibility for the design, construction, and contract administration work associated with the Sentinel MILCON program. This program comprises of over $2B in new facilities located at Malmstrom AFB and in the surrounding area. Supervises contract administration staff and oversees work operations. Applies full professional engineering knowledge together with practical knowledge of construction methods and techniques in accomplishing assignments. Supports pre-award activities including design reviews, BCOES, planning charettes, acquisition planning, and development of design-build task orders. Works with NWD Sentinel Integrated Program Management Office (IPMO) and supports tasks and work assignments. Serves as a liaison with the Malmstrom Sentinel SATAF, various Air Force commands, and other USACE districts/divisions in support of the Sentinel Program.

1. Supervision

a. Personnel Supervision.

- Work Planning and Organization: Works under the direction of the Resident Engineer and plans and coordinates the work for the Sentinel Program. Converts overall workload into positions. Sets priorities and prepares work schedules. Prepares budgetary estimates and justifications to obtain program fiscal resources. Adheres to the District's EEO policies. Advises Resident/Area Engineer of the Office's work relationship to broader programs. Furnishes periodic work progress reports to supervisor.

- Work Assignment and Review: Assigns work to subordinates based on position descriptions and work priorities. Assures that workload and project responsibilities are specifically delegated and assigned to subordinates. Assures timely performance of a satisfactory amount and quality of work. Carries out position management responsibilities for organizing and controlling work assignments in a way that promotes maximum productivity and effectiveness, while keeping costs at a minimum.

- Administrative Authorities: Initiates submission of requests to servicing Human Resources Directorate for effecting personnel actions. Selects candidates for positions in the Resident Office. Establishes performance standards and makes performance evaluations. Initiates performance awards. Gives administrative advice, counsel or instruction to subordinates. Hears employee complaints and grievances and acts to resolve or refer to higher managerial level. Identifies developmental training needs; provides or makes provision for such development and training. Assists and supports subordinates in maintaining a current and realistic individual development plan. Approves leave requests. Certifies job description accuracy. Effects disciplinary measures such as warnings and reprimands; proposes more severe disciplinary measures such as suspensions, changes to lower grade and removals.

b. Technical Supervision.

As the Senior Project Engineer, position is in charge of field and contract administration functions for projects within the assigned geographic area. Plans, schedules, monitors and controls construction operations at the Resident Office. The work includes: participating in design review conferences; performing BCOE reviews; conducting site showings; conducting or participating in pre-construction conferences; coordinating construction planning and scheduling with contractors and user; overseeing construction at all stages to identify problems and to take corrective action; reviewing and processing payment estimates and other contractor submittals; identifying the need for and processing contract modifications and change orders, to include preparation of government estimates and negotiating with contractor; conducting safety meetings; correcting warranty problems; etc. Oversees completed work of QA representatives to check for technical soundness, compliance to contract terms, adherence to schedules, and compliance to safety standards. Determines whether contractor's operations comply with wage and hour, equal employment opportunity, or other labor laws and regulations. Determines if contractor is properly recording work accomplished and materials used. Resolves problems encountered and advises on appropriate course of action.

2. Contracting Authorities

Administrative Contracting Officer (ACO) - Pursuant to the delegated authority received in writing from the Contracting Officer, the Senior Project Engineer may be assigned ACO duties. This authority includes: approving cost estimates for contract changes, negotiating with the contractor on terms and prices, and approving and signing modifications involving expenditures up to the authorized limit. Excluded from this authority is any other modification not specifically delegated including but not limited to terminations for convenience or for default.

3. Representational Role

Serves as the authoritative Corps representative for the Resident office with outside groups to include: using agency representatives, e.g., local construction sponsors; installation commanders and their representatives; state and local environmental agencies/groups; other Federal agencies, e.g., Fish and Wildlife and EPA; A-E design firms; construction contractors; etc. Maintains continuous liaison with Area and District Office, Northwest Division, HQUSACE and using agency representatives. Conducts and/or participates in meetings and conferences related to Resident Office activities including design review conferences with in-house and A-E designers, using agency representatives, and other Federal agencies; meetings to discuss proposal on settlement of claims; discussions of controversial proposals presented by contractors; pre-construction conferences; site showing; and inter-District and Division conferences on transfers of function. Ensures that all parties are kept currently informed on the status of construction activities. Coordinates visits by VIP's and representatives from higher headquarters.

4. Safety

Assists with administering the District's safety program within the Resident Office. Conducts periodic safety meetings for both government and contractor personnel; attends safety meetings conducted by the contractor; ensures that safety provisions of the contract are strictly enforced; serves as advisor on all safety matters.

Performs other duties as assigned.
