Position Overview/Duties

Serves as a Realty Specialist in the Task Force Virgin Islands Puerto Rico (TF VIPR) Real Estate Divisions Supplemental Branch in either San Juan Puerto Rico or Jacksonville, Fl. The purpose of this position is to provide realty support for the planning and execution of the COE's goals and objectives regarding the Bi-Partisan Budget Act of 2018 and other civil works acquisition programs, specifically engaging in direct acquisition activities, and overseeing any acquisition-related activities carried out by the non-federal sponsors.

This is a developmental position and may be filled at the GS-09/11/12 level.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP).   • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • You must be able to obtain and maintain a SECRET security clearance.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
  • This position requires a mobility agreement upon entry.
  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This is an overseas position:
    • Overseas positions may have a tour limitation.
    • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
    • You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement)
  • This position requires the following training/certifications prior to employment or within a specified period of time after appointment.
    • This position requires you to obtain a Government Small Boat Operators License upon employment.
    • This position requires DAWIA Contracting Professional acquisition certification.
    • Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories
    • This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty.
    • Incumbent must obtain and maintain required DOD IAT Level II or III certifications within six (6) months of entry on duty.
    • You must possess a valid U.S. Coast Guard Merchant Mariner Credential endorsed as Chief Engineer of Motor Propelled Vessels, any Horsepower.
