Position Overview/Duties

INTERNAL TEMPORARY SOLICITATION

This email provides notice of a noncompetitive opportunity for a full-time Contract Specialist, GS-1102-11, temporary promotion, detail or reassignment, NTE 120 days, in the Service Supply Branch, Contracting Division, Pittsburgh District. Additional information related to this opportunity is summarized below. The assignment is expected to be effective as early as 3 May 2026, for a period not to exceed 120 days. USACE Pittsburgh District may consider multiple selections to rotate, covering more than just one 120-day period. The selectee’s duty location can remain as their same current USACE location with some travel to the Pittsburgh District office.

MAJOR DUTIES:

  • Serve as contract specialist responsible for pre-award and post-award functions for a variety of supply, service, A-E, and construction contracts
  • Formulates the contracting approach to be taken that will best satisfy the requirement
  • Provides guidance in the development of the statement of work and data requirements, determines the type of contract best suited to the requirement, and develops special clauses and terms and conditions applicable to the solicitation.
  • Responds to inquiries, including formal protests and congressional inquiries.
  • Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
  • Terminates contracts for default or convenience and negotiates settlements.
  • Negotiates settlements for changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices.

MINIMUM QUALIFICATIONS

Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

SPECIALIZED EXPERIENCE:

GS-11:
Specialized Experience: One year of specialized experience which includes meeting all the following: 1) Prepare solicitations that communicate requirements to industry; 2) evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 3) prepare proposals and process awards of contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

  • Must meet the OPM one year time-in-grade requirement at the GS-9 level (as a minimum) or equivalent.
  • May only serve 120 days non-competitively.
  • Have not held a previous 120 temporary promotion/higher graded detail within last 52 weeks.

CONDITIONS OF EMPLOYMENT:

  • Position may require travel up to (15%) of duty time.
  • LRP will pay Salary costs.
  • LRP will pay TDY costs, if needed.
