Position Overview/Duties
Serves as a senior contract specialist for specialized procurement programs of significant importance to the U.S. Army Corps of Engineers. Duties include but are not limited to:
•Soliciting, evaluating, negotiating, and awarding contracts of significant importance.
•Performing and documenting market research.
•Preparing acquisition documents such as Acquisition Strategies, Acquisition Plans, Source Selection Plans, Consolidation Determinations and Findings (D&Fs), Justification and Approvals(J&As), Pre-negotiation Memorandums (POMs), Price Negotiation Memorandums (PNMs), and Source Selection Decision Documents (SSDDs).
•Preparing solicitations, solicitation amendments, contract awards, and contract modifications.
•Addressing review comments received from higher level (e.g. Chief of the Contracting Office (CoCO), Senior Contracting Official (SCO), Director of Contracting (DOC), Army, or Department of Defense (DoD)) review of acquisition documents or solicitation review boards (SRBs) / contract review boards (CRBs).
•Resolving issues/problems associated with contract administration.
•Serving as the principal contracting advisor to the project manager.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

You will receive credit for all qualifying experience, including volunteer experience.

Minimum Experience Requirement: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-13: One year of specialized experience which includes work that involves soliciting, evaluating, negotiating, and awarding contracts; resolving issues and/or problems associated with solicitations, contract awards, and contract modifications; serving as the principal contracting advisor to the project manager; preparing acquisition documents, solicitations, solicitation amendments, contract awards, and contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Salary Range: $88,520 – $115,079 per annum, plus applicable locality supplement (dependent on remote duty location)
