Position Overview/Duties

Who May Apply: This position is only open to current permanent USACE employees, with time-in-service requirements, at the GS-13 level within one of the following Occupational Series: 0808, 0810, 0830, or 0850 will be considered for permanent reassignment.

Anticipated Start Date: This assignment will begin on/about pay periods beginning in the 2nd Quarter of FY26.

Overseas Duty Location: Europe Area of Operations to include Germany, Belgium, Italy, Romania, Georgia, Norway, Denmark, Netherlands, and Hungary. (location to be determined upon selection).

Position Summary:

The Senior Project Engineer serves as a strategic leader and technical expert overseeing complex military construction and infrastructure projects executed by the U.S. Army Corps of Engineers (USACE) in support of the U.S. Air Force and U.S. Army. This role ensures the successful delivery of mission-critical facilities, ranging from airfield upgrades and hangars to command centers and utility systems, aligning with operational requirements and federal standards.

Major Duties and Responsibilities

The position demands a seasoned professional with deep knowledge of federal acquisition regulations, military construction protocols, and inter-agency coordination. The Senior Project Engineer acts as the primary liaison between USACE, stakeholders, contractors, and other federal entities, driving projects from planning through execution with precision, accountability, and strategic foresight.

  • Project Leadership & Execution
  • Lead cradle-to-grave project management for related construction and infrastructure initiatives.
  • Develop and manage project scopes, schedules, budgets, and risk mitigation strategies.
  • Ensure compliance with DoD, USACE, and federal construction standards and regulations.
  • Stakeholder Coordination
  • Serve as the primary point of contact for  clients, ensuring alignment with mission objectives.
  • Facilitate coordination between USACE districts, base personnel, design teams, and contractors.
  • Conduct regular briefings and status updates for senior leadership and stakeholders.
  • Contract & Financial Oversight
  • Oversee contract development, procurement, and administration in accordance with FAR and DFARS.
  • Monitor project financials, including cost estimates, funding allocations, and change orders.
  • Ensure timely invoicing, payment processing, and budget reconciliation.
  • Technical Review & Quality Assurance
  • Review design submittals, construction documents, and engineering plans for accuracy and feasibility.
  • Implement quality control measures and conduct site inspections to ensure adherence to specifications.
  • Resolve technical issues and provide guidance on constructability and design optimization.
  • Risk & Compliance Management
  • Identify potential risks and develop mitigation plans to avoid schedule delays or cost overruns.
  • Ensure environmental, safety, and security compliance across all phases of the project.
  • Support audits, reviews, and reporting requirements for federal oversight bodies

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required. 
  • This is a Defense Acquisition Workforce position. You must meet position requirements for Practitioner career level certification in Contracting within 5 years of entrance on duty. 
  • This position requires the incumbent to be able to obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized. 
  • Must be able to obtain and maintain a valid state driver's license and USAREUR driver's license. 
  • This position requires the incumbent to obtain and maintain a Contracting Officer's Representative (COR) Certification within 6 months. 
  • This position may require the incumbent to obtain medical clearance for overseas employment through the Department of State.
