Position Overview/Duties

This is a Direct Hire Authority (DHA) announcement for multiple Civil Engineers (Geotechnical) in the South Atlantic Division, Jacksonville District, Engineering Division, Geosystems Branch, Geotechnical Design Section.

Position Title: Civil Engineer (Geotechnical)

Open Period: 11-22 May 2026

Duty Location: Jacksonville, FL.

Duties and Responsibilities:

Serves as Civil Engineer for the Engineering Division, Geosystems Branch, Geotechnical Design Section.

  • Ensure the development of all plans, specifications, and study documents adhere to applicable technical standards, criteria, policies, regulations, and engineering principles to produce accurate, high-quality solutions
  • Recommend alternate methods to reduce costs, improve data accuracy or adequacy, and meet critical deadlines.
  • Prepare comprehensive geotechnical designs for dam and levee projects, including contributing to plans, technical specifications, quality control plans, design document reports, and quality estimates to support construction projects and studies.
  • Review and provide guidance on work completed by others to ensure technical accuracy, adequacy, and completeness.
  • Conduct site visits and field inspections in support of civil works construction projects and existing infrastructure.
  • Manage multiple large projects with short timelines and competing priorities.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

Specialized Experience:

One year of specialized experience which includes utilizing a highly developed professional knowledge of civil engineering theory, practices, technology, and methodology; serve as technical specialist in the analyses and technical designs for soil mechanics, material engineering, and foundations studies for civil works and water control construction; conduct engineering studies of subsurface and placed materials (soil and rock) for use in determining the suitability of these materials for the design and construction of dams and levees, related components (i.e., filters, drains, geotextile, armor, etc.), and structures; use both graphical and analytical methods, analyzes slope stability, and seepage quantities and uplift forces resulting from varying load conditions for hydraulic structures including spillways, pumping stations, culverts, levees, dams, and similar structures for civil works projects; perform complex seepage and slope stability analyses through computer modeling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
  • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
  • PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
  • This position may be eligible for situational telework.
