Position Overview/Duties
MEMORANDUM FOR: All Permanent Eligible USACE Employees
SUBJECT: Temporary Promotion/Backfill Assignment - WG-8 Maintenance Worker at Tygart Lake
1.Purpose: Recruitment for current, permanent LRP employees for a 120-day temporary detail, reassignment or promotion at Tygart Lake, Grafton, WV.
2.Applicability: Noncompetitive temporary assignments detail/promotional/reassignment opportunities NTE 120 days are authorized under 5 CFR.
3.Statement of Major Duties and Responsibilities: Position supports daily operations and maintenance of one or more multi-purpose water resources facilities.
Incumbent serves as a Maintenance Worker performing a variety of maintenance, operation and inspection duties. Work includes making gate operations for flood risk management, repairing and maintaining the appurtenant structures and systems of the dam, inspecting maintenance, construction and service contracts at the dam and other Project facilities and participating in annual inspections as required.
The maintenance staff also maintains and repairs park facilities such as public restrooms, camp sites, picnic areas, park roads, etc. Maintenance skills include, but are not limited to, electrical, mechanical, carpentry, painting, plumbing, masonry and welding.
Position works under the general supervision of the Lake Manager, Maintenance Leader and/or Maintenance Mechanic. Receives assignments from the working leader, maintenance mechanic or supervisor either orally or in writing in the form of work orders, simple plans, sketches or detailed specifications. Selects proper tools, equipment and work methods to complete duties, based on established shop practices and policies. Additional guidance is available from working leader or supervisor for unusual or complex assignments.
Routine assignments are rarely reviewed in progress. Completed work is reviewed for timeliness, adequacy and adherence to instructions. Work is performed under all types of conditions, including, but not limited to, good or bad weather; inside and outside; on ladders, scaffolding or platforms; in hard to reach places; confined spaces or in awkward positions. The work team regularly encounters dirty, dusty and greasy conditions and occasionally makes repairs where foul odors are present.
Incumbent is required to observe proper safety practices, including wearing proper PPE apparel and equipment.
4.Period of Assignment: Non-competitive promotion assignments are subject to a maximum of 120 days within a 52-week period; a reassignment action (WG-08 to WG-08) may be extended longer.
5.Work Schedule: Selected employee may be required to work weekend and holidays during the assignment

7.Evaluation Criteria: Criteria used will include the applicant’s current and previous experience and dissertation on reasons for interest in the assignment. Your resume and statement of interest should address the following:
•Ability to execute the operation and maintenance of a multi-purpose water resource project;
•Experience in properly applying safety, maintenance, administrative and financial programs in accordance with written regulations and policies;
•Demonstrated leadership skills and ability to work independently;
•Ability to work within a functionally diverse group of team members;
•Ability to communicate orally and in writing to a diverse technical and non-technical staff.
8.Funding: Labor costs are covered under the Tygart Lake budget. If successful candidate is outside the Tygart Lake commuting area, TDY may be offered, at the discretion of the Operations Division.

Minimum Education Requirement: High School/GED
Minimum Experience Requirement: Equivalent Maintenance Knowledge for a WG-7 level position.
