Position Overview/Duties
Serves as a technical expert and advisor on data visualization, analysis, tracking and reporting for project and program delivery for the US Army Corps of Engineers (USACE) Far East District (district). Serves as a district subject matter expert in data analytics and visualization tools and methodologies in support of program management and business operations. Responsible for developing, implementing, and sustaining automated data visualization reports and interactive dashboards used to track and measure a wide range of data quality and project performance metrics in support of multi-million-dollar programs. Provides managers and leadership with critical information for making risk-informed decisions based on data analysis. The results of the work support accomplishment of the overall program and mission of the agency.
DUTIES
1. ANALYSIS, EVALUATION AND REPORTING - Performs critical analysis of data from agency enterprise program/project management and financial management automated information systems (AIS) to effectively evaluate data quality and report compliance in accordance with district and regional standards. Serves as a district subject matter expert in data visualization methodologies and tools (ex: Qlik Sense, Power BI, Business Objects) and establishing data connections to USACE AIS tools (ex: PROMIS, CEFMS, RMS, EDW) to develop reports used to measure and track data quality and overall project performance. Coordinates with district staff to provide expert data analytics and visualization support with respect to program management and business operations; and other data requirements used for life-cycle project management and upward reporting. Analyzes and evaluates project performance over time using established metrics. Conduct specific analysis on program and project risk, schedule and cost changes, performance trends and other factors effecting project delivery. Develops and manages district reports to track trends and identify root cause issues. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of project management business processes and related datasets. Considered a district subject matter expert in the development and sustainment of automated dashboards and data analytics. Evaluates AIS data quality and provides critical feedback to districts on opportunities for improvement aimed to help deliver quality projects on time and within budget. Supports district program and project managers with tracking, measuring, and reporting performance for multiple programs and project portfolios. 40%
2. DATA STANDARDS AND MANAGEMENT: Develops and maintains data analytics and reporting standards for the district. Actively participates and contributes to the regional data visualization community of practice and conducts routine training for district management and staff. Assists with developing district guidance, work instructions, templates and standard operating procedures and training materials. Provides guidance and support to district-level report developers, analysts, and other users of data visualization tools. Supports the overall implementation and successful operation of data visualization analytical tools (ex. (Business Objects, Qlik Sense, PowerBI, Tableau, Smartsheet, etc.). Applies a thorough working knowledge of project and program management principles, and an understanding of the USACE organizational structure and functions, business practices, procedures, techniques, regulations, and guidance. Applies complex, mathematical, modeling, and statistical approaches to design studies, identifies key relationships, and resolves significant issues.
Works with program and project managers, program analysts, and schedulers to establish performance metrics and automated dashboard functionality required to support data analysis and upward reporting of programs and project delivery. Supports enforcement of district data quality standards in coordination with the regional data analytics and visualization team. Serve as an expert advisor to management and staff on technical issues pertaining to functionality and application of data visualization tools. 40%
3. REPORTS AND PRESENTATIONS - Advises management and staff in the district on aspects of project and program delivery based on the outcomes of analysis and evaluation. Provides essential decision support data to project teams in support of root cause analysis and the development of courses of action for problem solving and change management. Prepares and delivers reports, presentations, and briefings to staff on findings from analysis. Conducts regular informal and formal briefings using visualization tools such as PowerBI and other analytical tools to inform decision making that impacts divisions and districts. 20%

About the position:
This job opportunity is open to CURRENT, PERMANENT U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment. Eligible applicants must currently hold, or have previously held, a GS-12 position or higher with responsibilities comparable to those described in the Specific Duties section. Candidates seeking a lower grade through non-competitive reassignment will also be considered. CPAC will determine candidate qualifications. The position is in the Far East District (FED) located at USAG Humphreys, Pyeongtaek, South Korea.
