Position Overview/Duties

Works primarily as an Electronic Integrated Systems Mechanic, under general supervision,managing a number of integrated systems utilizing programmable logic controls (PLC) for digitaland analog electronic and electrical systems associated with the operations and maintenance ofmulti-purpose facilities. Supporting duties as a journey-person level Electrician are performedincluding installation, modification, adjustment, replacement, diagnosis, repair, testing, loading, andpreventive maintenance.
1. Incumbent is responsible for the operation, troubleshooting, updating control values,maintenance, and repair of the Industry Personal Computers (IPCs) and Programmable LogicControl (PLC) systems that control the safe and efficient operation of a major, marine navigationlock and dam and maintain pool control. Incumbent is responsible for integrated electronic andelectric systems and devices located at the Lock and Dam site in order to evaluate operationalproblems, trace output signals from subsystems, and determine the resultant impact to theintegrated PLC system. These components include, but are not limited to PLCs and IPCs, remote
input/output (I/O) racks and circuits, relay and limit switches, sensing systems, proximity switches,transformers, generators, pressure transducers, 480V motors and controllers, alternating & directcurrent (AC & DC) drives and controllers, voltage control systems, alarm systems, lighting systems,security system, air conditioning and heating systems, cranes and controls, public address system,fiber optic cable, hard-wiring, air compressors, bridge crane, etc. (50%)
a. Responsible for maintaining and updating programmable logic controls (PLC), using IPCs for theinput of minor adjustments, to regulate and correct values governing project equipment, and allowfor remote control and adjustment for all digitally controlled project systems. PLC systems includelocks, fish ladder logic controls and equipment, spillway controls and equipment, water leveldetectors, and audio and closed circuit TV systems.
b. Routinely maintain and make adjustments of the subsystems within an integrated system, whichmay include replacing components, troubleshooting at the component level, cleaning circuit boards,ensuring operability of component parts, troubleshooting intermittent failures, and making sureadjustments are made for calibration drift due to forces outside the system.
c. Responsible for analyzing data during operation to determine unforeseen destructive trends inorder to perform preventative maintenance requirements that will reduce downtime and ensurecontinued operating capability.
d. Troubleshoot systems by recognizing changing conditions and making adjustments, by updatingfields to existing programing system to accommodate changing conditions (i.e. changing water levelin lake affecting the readings of gauges and adjusting the PLC fields to update), orrepairing/replacing various systems and/or individual components which form the overall integratedelectronic control system for the locking process and pool control.
e. In addition to sensors that notify of issues needing attention, incumbent must have an awarenessof other systems or condition changes that affect each unique system to address how changes inmechanical, hydraulic, optical, data, or pneumatic systems interact with the PLC system to correctmalfunctions or be proactive in calibrating the PLCs to respond to the changing physical situationssuch as tides, water level or pressure, vessel issues during lockage, etc.
f. Responsible for maintaining and repairing the PLC system by installing new cards and updatingthe software programs/computer equipment to improve operational performances or recalibrateequipment.
g. Determines causes for errors or faults in the systems and makes adjustments or correction to thePLC or identifies sensors or equipment that need replaced to correct disparities of programmed datato actual physical performance of equipment.
h. Reads and understands logic ladders in order to implement corrective action.
I. Propose preventive maintenance down time to ensure continued operating capability.
j. Consults with the project engineer or manufacturer on complex, obscure problems when updatingdata for systems being managed with PLC.
k. Responsible for the operation, maintenance, and installation of new replacement cameras and TVmonitors and associated fiber optic cable within the integrated system for the closed circuittelevision (CCTV) for safety and security subsystems.
l. Uses fiber optic cable splicing and/or connecting kits in the repair or replacement of fiber opticcables.
m. Responsible for monitoring installation, operation, and maintenance of new and replacementunits within the integrated system for telephone and public address systems.
n. Monitors contractual efforts when repair or replacement units are being installed and ensuresintegration into the automated system.
o. Supports and supplies information to installers of networking equipment and infrastructure, overcomplete life cycle, to include support in setup/configuration, software installation & assistance,troubleshooting, and maintenance, for a variety of administrative systems and security systems atthe project.
2. Performs journey-person electrical work to support the activity of the Lake Washington ShipCanal project, such as electrical installation, maintenance, and repair work at the locks and alongthe canal right-of-way, including all buildings and areas of Lake Washington Shipping Canal Project.Works both inside and outside on a variety of complete electrical systems and equipment, such asseries, parallel, and compound circuits for single and multiple phase alternating current of varyingvoltage, amperage, and frequency; wiring systems in industrial complexes and in buildings; poweror regulating and control circuits and distribution panels to industrial machinery, computers andother electrical equipment; heavy power circuits; lighting systems; 3 phase, multi-horsepowerelectric motors; motor controllers; operating and low voltage alarm, security, control circuits, inter-communication systems, annunciators, and alarm systems; power/emergency backup generatorsystems; low voltage systems, and residential and commercial systems with voltages up to 2400volts; to maintain the project facilities electrical needs. (40%)
a. Plans, lays out, installs, maintains and repairs complete electric wiring systems, related switches,distribution panels, motor controllers, and a wide variety of electrical fixtures, tools, and equipmentto address component failure due to age, sea air, and humidity.
b. Plans, fabricates, and installs conduit, wire harnesses, cables, and busses to upgrade electricalcapacity a requested area or modify the electrical system for a newly installed piece of machinery.
c. Remove and replace wiring to install and hook up single and 3 phase equipment.
d. Performs diagnosis, maintenance, repair, testing, and installation of essential electricalequipment, systems, and incoming power lines, such as the electrical inter lock system, to providereliable and safe locking operations.
e. Performs preventative maintenance functions by troubleshooting system and equipmentmalfunctions and making repairs to keep employees and visitors safe from electrical harm and toverify electrical systems do not fail at critical times. Maintaining efficient working order of allelectrical equipment and systems which operate tainter gates, roller gates, and electric motorsincludes adjustments and repair of air compressors, housing switches, signal systems,transformers, transmitters, lighting systems, telephone and intercom systems, signal systems,weather service recording instruments, and electric furnaces.
f. Maintains and supports a safe working environment for self and others through constant vigilanceand strict adherence to EM 385-1-1.
g. Performs work by interpreting, applying, and utilizing acceptable techniques in accordance withNational Electrical codes, specifications, and safe practices.
h. Tests circuits and equipment by using a wide variety of test equipment, such as voltmeter,ammeter, wattmeter, megger and ohmmeter, to verify required level of electrical voltage andcontinuity. Position requires a basic familiarity with electronics to troubleshoot electroniccomponents in the control tower.
I. Requests and holds safe clearances to protect others by conducting lock out tag out procedures.
j. Obtains required approval to stop lock activity in order to troubleshoot or test a piece ofmachinery or system tied to the electrical system.
k. Inspects and maintains shop equipment to protect employees and verify equipment canaccomplish needed tasks when required.
l. Attends and participates in regularly scheduled safety meetings to inform team by providingtraining and briefings on upcoming safety concerns related to electrical work and stay abreast ofcurrent team safety issues.
3. Assists in the training and orientation of other employees to obtain better understanding ofinterrelated activities. (10%)

Other Conditions and Requirements


1. In case of emergency is subject to call 24 hours per day, seven days per week.
2. A valid state driver's license is required.
3. Pre-employment physical required to include red/green color blindness testing and fit testing for
respirator.
4. Position is subject to the Medical Surveillance Program requiring annual physicals.
5. Personal protective equipment will be required as needed.
6. Required to climb up to 30 feet or more on various equipment and ladders.
