Position Overview/Duties
Serves as the Chief of the Contract Execution Branch within the Contracting Division for the Albuquerque District, U.S. Army Corps of Engineers. This position is a key leadership role responsible for the full range of contracting functions and supervision of professional contracting staff. The incumbent is vested with unlimited Contracting Officer authority to procure supplies, services, construction, architect-engineer services, utilities, and agreements through all authorized contracting methods. The Branch supports an annual program exceeding $200 million across a diverse four-state region, with additional nationwide responsibilities including total contracting support for the Bureau of Indian Affairs (BIA) school construction program.
As Branch Chief, the incumbent plans, organizes, directs, and evaluates all branch activities. They supervise a team of GS-07 through GS-12 contract specialists, providing leadership, performance oversight, workload prioritization, and professional development. Responsible for assigning work, approving personnel actions, managing budgets and resource allocations, and ensuring that all contract activities align with USACE policies and acquisition regulations.
The incumbent exercises full acquisition life-cycle responsibility, participating in pre-award planning, solicitation, negotiation, award, post-award administration, modifications, and resolution of claims or disputes. Serves as an advisor and technical expert on complex procurements supporting military, civil works, environmental, and interagency projects. Advises senior District and Regional leadership, as well as external customers and stakeholders, on acquisition strategies and contract execution.
Key responsibilities include:
Leadership & Supervision (25%): Directs a team of contracting professionals. Ensures timely execution of workload, development of subordinates, implementation of performance plans, and alignment with position management and EEO goals. Advises the Contracting Division Chief on personnel and organizational matters.
Acquisition & Contract Management (40%): Manages and oversees the full spectrum of complex procurements. Contracts often involve long-term, multi-year efforts of varying types (fixed-price, cost-reimbursement), high dollar thresholds, interagency agreements, and construction and A-E services. Provides oversight of acquisitions of national significance, such as hazardous waste remediation, sensitive design modifications, and urgent mission needs.
Contract Administration (25%): Oversees and performs contract administration duties including post-award performance monitoring, changes and modifications, terminations, claim negotiations, and final closeouts. Coordinates with construction, project management, and legal staff to ensure contractor compliance and successful project delivery.
Representation & Governance (10%): Serves as Alternate Chair or representative on governance boards including the Contract Review Board, Advanced Acquisition Planning Board, Overaged Audit Review Board, and Project Review Board (PRB). Represents the Contracting Division and District at meetings with federal, state, tribal, and industry partners. Defends acquisition decisions before judicial and administrative bodies (e.g., GAO, ASBCA).
Additional Responsibilities:
Manages contracting support for high-priority interagency clients such as Veteran Affairs.
Appoints Administrative Contract Officers and CORs; reviews and approves recommendations for award justifications, protests, and bid mistake determinations.
Ensures effective use of government-furnished property and supports process improvement and innovation in acquisition practices.
Conditions of Employment:
This is an Army Acquisition Workforce position; the incumbent must meet all applicable certification requirements per DoD 5000.52-M.
The incumbent is required to file an OGE-450 Confidential Financial Disclosure Report upon entry and annually.
This is an FLSA-Exempt position under the Executive Exemption criteria.
May require Temporary Duty Travel (TDY) of up to 25%.
Other Conditions and Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement: This position requires a Bachelor's degree and at least 24 semester hours in business-related coursework in fields such as accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
Must meet position requirements for DAWIA Contracting Professional Certification in Contracting
Applicants without a Bachelor's degree must provide documentation showing they meet the grandfathering provision for GS-1102 series positions.
Minimum Experience Requirement: One year of specialized experience equivalent to at least the GS-12 level in the federal service and a minimum of 4 years of contracting experience.

This position requires DAWIA Contracting Professional acquisition certification.
