Position Overview/Duties

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. Duty Location: Assigned to Philadelphia, PA

Job Overview:

Serves as Chief, Specifications Section, responsible for the development, preparation, and review of construction specifications and solicitation documents for Civil Works, Military, and IIS projects. Ensures specifications and bidding documents are complete, technically sound, and constructible for complex projects that may include dams, spillways, flood control structures, bridges, tunnels, hydropower facilities, channels, waterfront structures, levees, floodwalls, pumping stations, dredging operations, navigation facilities, water and sanitary systems, roads, and military facilities such as hospitals, laboratories, administrative buildings, barracks, airfields, hangars, and utility systems.

Key Responsibilities:

  • Provides technical expertise and guidance on specifications for hydraulic, hopper, and bucket dredging to personnel within and outside the District.
  • Reviews and oversees the review of drawings, specifications, and related documents to ensure biddability, constructability, and compliance with project requirements.
  • Reviews specifications prepared by Architect-Engineer (A-E) firms for technical adequacy, construction methods, and cost control; provides technical guidance for specification preparation.
  • Coordinates with project teams to ensure design and construction schedules allow sufficient time for preparation of specification packages prior to bid opening.
  • Oversees preparation of engineering revisions and specification updates resulting from changes after contract award.
  • Prepares specification packages for Small Business Administration (8a) set-aside projects and supports negotiations involving specification issues.
  • Utilizes the Specs Intact system to prepare electronic contract specifications and maintain current guide specifications.
  • Ensures compliance with applicable acquisition regulations including FAR, DFARS, and AFARS.
  • Oversees preparation of solicitation packages, including special clauses, attachments, and amendments prior to bid opening.
  • Manages section workload and coordinates with Project Managers on specification requirements for project planning, budgets, schedules, and risk to project delivery.
  • Supervises engineers and technicians by assigning work, setting priorities, reviewing completed work, evaluating performance, recommending personnel actions, and supporting employee development and EEO principles.

  • Certified Construction Specifier (CCS) certification is required within 1 Year
  • A trial or probationary period may be required.
  • Supervisory trial or probationary period may be required.
