Position Overview/Duties

Position Overview: Serves as the Natural Resources Manager for a large geographic area that includes major reservoir projects with complex and dynamic natural resource and recreation management programs. Oversees the operation, maintenance, and protection of land, water, and facilities through subordinate staff. Exercises full supervisory responsibility and technical leadership for multipurpose public land management, ensuring compliance with environmental laws and Corps regulations. Serves as the senior specialist and advisor to project and District leadership.

Major Duties Include:

1. Natural Resources Management (30%)

  • Develops and implements complex natural resource programs including wildlife and fisheries management, soil and forestry management, fire protection, cultural resources, and flood damage reduction.

  • Leads long-range and short-range planning through Operations Management Plans (OMPs) and annual program execution.

  • Coordinates mitigation and conservation efforts, enforces land and water protection policies, and resolves encroachments.

2. Park and Recreation Management (20%)

  • Manages public recreation facilities such as campgrounds, trails, boat ramps, and visitor centers.

  • Oversees project planning and execution of recreational facility renovations and improvements to meet current and future public demands.

  • Develops interpretive and outreach programs for the public, including schools and civic organizations.

3. Technical Administration (15%)

  • Plans and monitors project operation and maintenance activities and budgets.

  • Ensures proper internal controls, procurement, contract oversight, and accountability of financial and physical assets.

  • Coordinates compliance with environmental laws, regulations, and Corps safety policies.

4. Personnel Administration (25%)

  • Supervises full-time, temporary, and seasonal staff.

  • Sets performance expectations, evaluates work, manages hiring actions, resolves conflicts, and ensures training and development.

  • Upholds EEO and affirmative employment policies.

5. Public Relations (10%)

  • Engages with stakeholders, including elected officials, community organizations, and regulatory agencies.

  • Promotes Corps policies, ensures public safety and compliance with land/water use regulations.

  • Coordinates joint projects and public meetings to gain stakeholder support.

Other Conditions and Requirements

Minimum Education Requirement: A bachelor’s degree or higher in biological sciences, agriculture, natural resource management, or a closely related field that includes at least 24 semester hours in relevant natural resource disciplines (e.g., wildlife biology, forestry, ecology, conservation, etc.).

Minimum Experience Requirement: One year of specialized experience equivalent to the GS-09 or GS-11 level (depending on grade level). Experience must demonstrate planning and implementing complex natural resource management and recreation programs; supervising and coordinating staff; managing land and water-based public resources; and interpreting and applying environmental laws and regulations.

Conditions of Employment:

  • Must be able to obtain and maintain a valid state driver's license.

  • Subject to random drug testing in accordance with AR 600-85.

  • Required to wear a prescribed uniform in accordance with ER 1130-2-550.

  • Must complete safety, CPR/First Aid, and defensive tactics training as required for public contact positions.

  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
