Position Overview/Duties

The Far East District is looking for current GS-13 employees for Non-Comp Reassignment or GS-14 employees seeking a Voluntary Change to Lower Grade.

About the Position

The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects to include possible assignment throughout the Far East District.

Major Duties

  • Serves as Program and Project Manager, responsible for the overall management, control, coordination and execution of assigned projects.
  • Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan.
  • Within this plan, integrates Executive/Congressional schedules and criteria and establishes project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
  • Coordinates the planning, design, and construction of complex engineering projects involving multiple sponsors and conflicting interests ranging from major military infrastructure to environmental remediation while navigating technical intricacies and diverse regulations.
  • Controls and manages project milestones and budgets from planning through initial operations by allocating funds, monitoring performance to take necessary corrective actions, and reconciling sponsor concerns while providing regular status reports to district leadership.
  • Represents the District Commander as the primary point of contact to keep sponsors fully informed, ensures their participation and commitments are maintained in accordance with management plans, and leads the negotiation of all required agreements while facilitating the early resolution of identified problems.

  • The duties of this position require the incumbent to achieve Career Development Plan (CDP) Level I Certification.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Locality pay does not apply in overseas areas.
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 (subject to available budget).
  • This position is mission essential.
  • This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.

Minimum Experience Requirements

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

One year of specialized experience which includes managing design, construction and related engineering tasking for programs using life cycle project management principles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
