Position Overview/Duties

Overseas positions in TDY basis only in Kuwait and Iraq, with 64-hour work week and paid overtime.

 

As Construction Control Representative, resolves complicated issues concerning the construction of major construction projects, administering construction contracts throughout the assigned District. Major construction features include the construction of dormitories, barracks, dining halls, hangers, vehicle maintenance facilities, runways, fueling stations, and offices. All the project features will require a thorough knowledge of the safety requirements for working in congested areas and knowledge of the construction of a variety of structures.  Coordinates the work with contractors' personnel and representatives of the using service to assure timely and satisfactory accomplishment of all contracts. Assures that all construction inspection is accomplished in accordance with governing plans and specifications and that construction inspection is accomplished in accordance with the terms of the contract. Verifies that Contractors comply with the required three phase inspection process and attends preparatory, initial, and follow up inspections. Analyzes problems and reviews and interprets the requirement of plans and specifications for Contractor representatives and other interested persons.  Confers with Contractor's representatives to resolve differences of opinion and approve changes in quality control procedures and schedules, as required. Assures that materials incorporated into the construction work are in compliance with plans and specifications and approved shop drawings. Exercises surveillance to assure the Contractor is conducting quality control operations to produce work in conformance with plans and specifications. Ascertains that quality assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan.  Coordinates with the various Contract Administration functions.

Desirable KSAs: 

 

1. Ability (minimum 3 years experience) to read, understands, and communicates reengineering plans and specifications, and contractor design drawings.

 

2. Demonstrated working knowledge and experience with USACE Resident Management System (RMS), preparing daily QA reports, payment estimates, and contract correspondence.

 

3. Minimum 3 years experience and demonstrated skill (within 5 years) to perform daily onsite quality assurance inspections (QA) of construction work in progress to determine adherence to approved 

designs, including assurance that materials and workmanship are acceptable. Not just observe and report, but actual quality assurance.

 

4. Working knowledge and demonstrated experience with various types of vertical construction, military construction, civil and site work, and electrical/ mechanical trades.

 

5. Experience and demonstrated ability to assist/ prepare RFP's, cost estimates, conduct contractor negotiations, and modification write ups is a PLUS.

 

6. Thorough understanding, implementation, and adherence to the 3-phase inspection process.

 

7.  Contracting Officers Representative (COR) experience.

 

 

Benefits:Iraq (Erbil and Al Asad): Danger Pay 35%, 30-35% Post Differential, 48 hours of paid Overtime/pay period (62 hours of paid OT for some positions), Sunday Premium Pay, $3.50/day Per Diem.  Standard work week is 64 hours per week; 71 hours per week for some positions.  R&R authorized for 1-year tour.

           Kuwait:  No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

 

This position is designated as emergency-essential (E-E). The e position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be

required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other

immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
