Position Overview/Duties

Assignment: Serves as consultant and analyst for various administrative matters that support the functional elements in the everyday operations of the Military Planning and Environmental Compliance Branch and Planning and Environmental Division. Oversees, monitors, tracks, and evaluates all Military Planning and Environmental Compliance Branch specific to National Environmental Policy Act (NEPA), Environmental studies and Master Planning Projects (e.g. quality management, net-worthiness, content management, equipment refreshment, the best business practices, etc.). Utilize various tools (e.g. Gantt charts, Visio, Excel, etc.) to map and monitor all branch NEPA, Environmental Studies and Master Planning Projects. Plans, directs, and coordinates activities to ensure branch studies goals are accomplished within defined scope, time, and cost constraints. Works with higher grade technical managers to coordinate, plan, and monitor new/existing branch studies. Completes cost benefit analyses; prepares and maintains study plans; monitors progress within multiple areas; acts as liaison between customers/clients/partners; and prepares presentations for management.


Also serves as an Analyst of branch studies (e.g. quality management, net-worthiness, content management, equipment refreshment, the best business practices, etc.) and consults, advises on and manages multiple tasks concurrently. Consults with management and reviews study proposals to determine goals, timeframes, funding limitations, procedures for accomplishing the study and allotment of resources. Performs the administrative aspect of studies to include inception, design, execution, testing, training, delivery, acceptance and sustainment. Monitors study plans to include change management, risks, issues, path forward, scope and objectives of the study. Identifies and schedules study deliverables, milestones, and required tasks. Evaluates data and coordinates tasks of the study with necessary customers/clients/partners to ensure goals and requirements are met. Establishes procedures for reporting and documenting. Reviews status and modifies schedule as needed without surpassing the end target date. Prepares reports and keeps management informed weekly of status and related issues.

Qualifications: 1 year equivalent to the GS-07 level.
