Position Overview/Duties

This announcement is to recruit multiple Civil Engineer GS-0810-12 for South Atlantic Division, Construction, Caribbean District

    Duties

Utilize a professional knowledge of the practices, theories and methodologies of civil engineering and construction management, incumbent performs reviews of design packages at all stages and coordinates, on behalf of the Construction Division, pre-award design reviews, and project and interagency coordination meetings for construction projects in Puerto Rico and US Virgin Islands. 

The incumbent performs project engineer duties as to direct, assist and advice in the planning, direction, and administration of the complex construction contracts ongoing in the Caribbean District. Exercises supervision and administration responsibility for assigned projects. 

Serves as Contracting Officer’s Representative (COR) and assumes duties of Acting Resident Engineer in his/her absence. 

In addition, incumbent provides support to a variety of assignments in connection with all phases of contract administration related to modifications, change orders, contractor claims, and related work associated with construction contracts.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Degree:  Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.   • The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

    • Overseas positions may have a tour limitation.
