Position Overview/Duties

Serves as cost engineer responsible for the general cost estimating portions of projects during the planning, designing, and construction stages, adapting precedents and implementing engineering theories and principles to the particular needs of the projects. Projects assigned will include those designed and constructed under the Government of Japan’s (GOJ’s) Host Nation funded construction program for the US Forces, Japan (USFJ), as well as those funded by the US Government, such as schools, airplane hangars, fuel piers, housing, and many other types.  Reviews cost estimates, studies, design analysis, construction drawings, and specifications prepared by architect-engineer (A-E) firms and internally within the district to ensure adherence to established criteria, regulation, and policies as related to cost engineering. Provides comments to A-E firms, other technical disciplines, project managers, end-users, and GOJ, as required. Reviews regulations criteria, and SOPs used by the USFJ, A-E firms, and the GOJ’s engineers. Assists the Section Chief and other senior cost engineers in preparing instructions and guidance for their use in developing cost estimates for the general engineering portions of projects, and provides translations of technical documents from English to Japanese, and from Japanese to English, and technical recommendations based on sound engineering judgment. Attends conferences with A-E firms, the GoJ, and end-users, and represents the District and the USFJ as a consultant in the cost engineering field. Provides cost engineering support for projects in construction which may involve the production of rough order magnitude estimates, as well as independent government estimates. Supports various section activities such as area cost factor data gathering, on-site inspections, assistance and technical advice to District's construction offices on projects under construction. Makes field observations, compares findings with contract documents and provides technical recommendations.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This is an overseas position:
    • Overseas positions may have a tour limitation.
    • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
    •             You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement.
  • Must be able to maintains certification as a Certified Cost Consultant, through the US Army Corps of Engineers (USACE) and the Tri-Service Cost Engineering Certification Program, or be able to obtain the certification within 2 years of employment.
  • Must be able to work overtime as necessary
