Position Overview/Duties

As an Electrical Engineer in the Electrical Section of the Engineering Division, you will serve as a technical expert responsible for designing and reviewing complex electrical systems for military, civil works, and interagency construction projects. This includes work on interior and exterior electrical distribution, backup power systems, cybersecurity compliance, control systems, and airfield lighting. You will apply advanced engineering principles to produce or review design documentation and ensure compliance with USACE design standards and sustainability mandates.

You may also serve as a Technical Lead/Design Manager (TL/DM) or Contracting Officer’s Representative (COR) on assigned projects and provide mentoring to junior engineers. The position requires a high level of technical judgment, interdisciplinary coordination, and frequent interaction with architects, mechanical engineers, and construction personnel to ensure high-quality, sustainable, and technically sound project outcomes.

Electrical Design and Engineering (30%)
Leads or performs the design of complex electrical engineering systems for In-House Design Bid Build (IHDBB) and Design Build (IHDB) projects. Develops technical documentation including plans, specifications, and design analyses. Designs address a variety of systems, such as interior and exterior electrical distribution, lighting, communication systems, power generation, and intrusion detection. Applies sustainability practices (e.g., LEED) and life cycle cost analysis (LCCA). It uses advanced software tools such as AutoCAD, electrical analysis tools, and lighting design programs.

Technical Reviews and Quality Control (25%)
Conducts technical reviews of electrical design submittals from Architecture-Engineering (AE) firms for Design Build (AEDB) and Design Bid Build (AEDBB) contracts. Performs Quality Control (QC) reviews of in-house designs and Independent Technical Reviews (ITR) for both in-house and other USACE district products. Ensures adherence to current codes, standards, and USACE criteria.

Interdisciplinary Coordination (25%)
Coordinates with other engineering disciplines, project managers, and construction teams to ensure integrated and efficient designs. Provides expert technical consultation on scope, criteria interpretation, or design intent. Participates in design charrettes, project team meetings, and coordination sessions to resolve design and construction issues.

Field Support and Construction Coordination (10%)
Conducts site visits during the design, construction, and post-construction phases. Evaluates field conditions and construction progress, responds to contractor Requests for Information (RFIs), and provides technical guidance to the construction field offices. Documents findings in trip reports and contributes to "lessons learned" for future projects. Travel may include extended TDY assignments.

Mentoring and Technical Leadership (10%)
Assists and mentors junior engineers in design development, interpretation of criteria, and resolution of complex design problems. Reviews AE designs for technical adequacy and ensures compliance with Engineering Division standards. May serve as a voting member on Source Selection Evaluation Boards (SSEB) or as a COR.

Performs other duties as assigned.

  • Security Clearance: May be required to possess or obtain and retain a secret clearance.

  • Travel: Temporary Duty (TDY) travel is required up to 25% of the time.

  • Passport: May be required to possess and maintain a valid government-issued passport for official foreign travel.

  • Financial Disclosure: Completion of a Confidential Financial Disclosure Report (OGE Form 450) is required.

  • Licensure Requirement (GS-12 Level): Must possess or obtain and maintain a current, active Professional Engineer (P.E.) license at the time of appointment.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service. 

Minimum Education Requirement: A Bachelor's degree in electrical engineering (or a related field with a qualifying combination of education and experience) from a program accredited by ABET. Must possess a current, active Professional Engineer (PE) license at the time of appointment.

 

Minimum Experience Requirement: One year of specialized experience equivalent to the GS-09 to be eligible for GS-11 level in federal service or;

                                                              One year of specialized experience equivalent to the GS-11 to be eligible for GS-12 level in federal service

  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. 

  • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). 

  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

  • Overseas positions may have a tour limitation. 

  • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. 

  • You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement). 

  • This position requires the following training/certifications prior to employment or within a specified period of time after appointment. 

  • This position requires you to obtain a Government Small Boat Operators License upon employment. 

  • This position requires DAWIA Contracting Professional acquisition certification. 

  • Professional Engineer: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories. 

  • This position requires that you obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty. 

  • The incumbents must obtain and maintain the required DOD IAT Level II or III certifications within six (6) months of entry on duty. 

  • You must possess a valid U.S. Coast Guard Merchant Mariner Credential endorsed as Chief Engineer of Motor Propelled Vessels, any Horsepower.
