Position Overview/Duties

Statement of Major Duties and Responsibilities: The position is in Pittsburgh, Pennsylvania in the District Office, Operations Division, Management Support Branch.  The incumbent will assist with accomplishing budget and financial analysis, manpower, and program management which may include the following tasks: 

  • Manages or assists in the formulation of the Command Operating Budget. 
  • Utilize CEFMS and other software packages for programmatic support
  • Monitors funds during project and program execution
  • Interacts with other District offices to support budget execution
  • Communicate and apply guidance for customer support
  • Apply analytical tools to manage budgets

5. Period of Assignment. Local non-competitive assignments with promotional opportunity are subject to a maximum of 120 days within a 52-week period. More than one (1) candidate may be selected for concurrent or consecutive 120-day assignments.  A reassignment action (e.g., GS-11 to GS-11) may be extended longer.

 

6. Applicant Qualifications: All applicants must meet time-in-grade requirements for promotion to the applicable GS position (either a GS-07, GS-09, or GS-11).

This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. Minimum Education Requirement: 

 

Minimum Experience Requirement: Knowledge of analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of programs and related support resources. Possess in-depth knowledge of Civil O&M, and Regulatory programs.

· This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

· This position is eligible for situational telework.
