Position Overview/Duties
POSITION SUMMARY:
Performs administrative and professional work requiring the application of accounting, budgeting and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements. The work requires adaptation of current or proposed systems and processes and a thorough knowledge of automated resource management systems. Analyzes and administers accounting, manpower, and budget systems. Advise managers on changes in policy and program operations. Maintains controls to ensure the proper accounting and budget treatment of financial transactions. Applies judgment to interpret and evaluate general guidelines and references for local application to specific problems. Responsible for executing a segment of the organization budget and day-to-day management and administration of assigned budgets. Identifies and analyzes trends in receipts, obligations, and expenditures. Monitors budget levels and certifies availability of funds to ensure legal/efficient use of funding.
MAJOR DUTIES:
1. Analyzes and evaluates Army accounting, budget, manpower and financial policies, systems, and proposed system changes. Adapts and modifies existing systems to meet changing requirements or to comply with new legislation. Identifies resource management needs not met by the prescribed system, recommends improvements in accounting, budget, manpower and financial procedures or services, and submits systems change requests. Advises other analysts, functional users and program directors on systems interfaces and implementation requirements. Analyzes output for reliability and accuracy and for the effects of actions on other accounts or systems. Performs special studies to identify accounting, budget and manpower deficiencies or for correction of improprieties disclosed through audit. Recommends requirements for data flow controls and output requirements necessary for the design of automated systems. Develops and issues training instructions, provides user training and assistance on resource management systems applications, responds to user questions, and resolves problems. Attends meetings and conferences on resource management system integration and problem solving and maintains liaison with functional and technical personnel using existing systems.
2. Furnishes accounting, budget and manpower reports, and other resource management information reflecting the interrelationships between accounting, budgeting, manpower and other management data. Provides interpretations of accounting, budget and manpower reports and other resource management data. Monitors unfavorable trends or deviations and suggests necessary corrective actions. Provides input or modifies accounting, manpower, and budget procedures, operating instructions, and working guides for assigned activities. Establishes and maintains liaison with operating and management officials. Advises management officials on how to apply financial and manpower data and information derived from sources such as reports and ratios. Actively participate in the management of operating programs.
3. Receives approved fund targets for assigned account(s). Allocates fund(s) to individual organizations/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Records, monitors and reviews obligations, expenditures, reimbursable orders, requests for allotments, etc. through examination of accounting records and source documents; continuous coordination with program officials and their staff, and by reviewing data from various resource management and other functional systems. Utilizing automated budget execution and accounting systems, prepares a wide variety of reports covering the status of funds, expenses, and obligations, as required by higher authority. Participates in evaluating the effect of cost and program changes on the budget execution process. Analyzes productivity, workload and program accomplishments. Reports the need for the transfer of funds between object class and line-item accounts under the same budget account. Identifies the need for reprogramming between budget accounts. Adjusts funding targets as needed. Participates in the justification and prioritization of un-financed requirements and assists with monitoring of year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violations.
4. Provides analysis of financial data upon which programming and management decisions are made. Participates in the administrative control of funds.

Must be able to secure a Secret security clearance.
DUTY LOCATION IS STATESIDE. Preferred duty location is Winchester, VA. However, work from other stateside Corps of Engineers office locations may be acceptable.
