Position Overview/Duties

 

Interested individuals have experience in leading technical analysts who are reviewing and analyzing contractor proposals and claims (i.e. evaluating cost elements including direct labor, labor burden, direct material costs, owned equipment costs, subcontractor costs, general and administrative (G&A) expenses, overhead, gross receipt taxes, and bonds). Additionally, interested individuals must be capable of interpreting DCAA audit findings and assessing all costs for allowability, allocability, and reasonableness. Must be capable of creating excel spreadsheets and tracking cost elements.

Candidates will review and critique technical analysis reports including certified payrolls, daily QA/QC reports, labor, equipment, and Field Office Overhead costs. 

Knowledge of the Federal Acquisition Regulation (FAR) Parts 31 and 49, as well as familiarity with DCAA audit procedures, is highly desirable. Most importantly, the selected personnel must be capable of clearly documenting the results of the technical analysis in a Pre-negotiated Memorandum and a Settlement Negational Memorandum.

 This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP) as it will be a Detail assignment WITHOUT an SF-50 and will not exceed 6 months. Temporary or term employees and Department of Army Fellows assigned to USACE will not be considered for positions or assignments through VIOP.   Deployment tours are typically 4 to 6 months to include TDY status for short durations as needed (typically 1 week per month, possibly more) otherwise virtual support from your home station for the remainder of the tour.   

Minimum Education Requirement: For GS-12:  A bachelor's degree or have completed 24 semester hours in fields like accounting, business, finance, law, contracts, purchasing, etc.  For GS-13:   A bachelor's degree AND 24 semester hours in the relevant fields. 

 Minimum Experience Requirement: For GS-12:  One year of experience at a GS-11 level or equivalent. For GS-13:  One year of experience at a GS-12 level or equivalent.  Specialized experience for this position includes reviewing and administering contracts, and performing cost/price data analysis.
