Position Overview/Duties

This is an internal announcement for a Civil Engineer (Water Management & Geospatial Engineer), GS-0810-13/14, in the South Atlantic Division, Headquarters, Engineering and Construction Division located in Atlanta, GA.

Position Title: Civil Engineer (Hydraulics/Hydrologic)

Series/Grade: GS-0810-13/14

Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-12, GS-13, or GS-14 to qualify.

Open Period: 6-20 October 2025

Duty Location: determined upon selection.

  • Current permanent USACE GS-13 and GS-14 will be considered for details at the same grade (up to 6 months).
  • Current permanent GS-12 will be considered for temporary promotions not to exceed 120 days.

Position Description:

The South Atlantic Division is seeking a senior technical expert to lead water management and geospatial engineering programs. This position oversees reservoir operations, water quality, and hydrologic/hydraulic studies that support safe, efficient, and compliant management of Corps projects across the region. The role requires independent decision-making during both routine operations and emergency situations, often with direct impacts on public safety and regional resources.

In addition, the position serves as the Division’s subject matter expert for enterprise GIS, advancing geospatial systems that support infrastructure readiness, decision-making, and interagency coordination. The selected candidate will provide leadership, consultation, and representation across federal, state, local, and professional forums.

Duties:

  • Oversee and advise on reservoir regulation, water quality, hydrology, and hydraulics.
  • Lead development, review, and approval of water control and drought management plans.
  • Provide technical leadership for strategic planning, workload sharing, and quality management.
  • Serve as Division SME and liaison for enterprise GIS, advancing data integration and decision support.
  • Represent the Division with federal, state, local, and public stakeholders on water and geospatial issues.
