Position Overview/Duties
This announcement is to recruit 1 Regulatory Specialist (Interdisciplinary), GS-XXXX-07/09/11 for South Atlantic Division, Regulatory, Savannah District.
The incumbent shall report to the Savannah, GA office.

Duties
Incumbent to serve as a member of a District Regulatory team tasked with the primary responsibility of managing the District compensatory mitigation program, including review, development, approval and compliance oversight of compensatory mitigation banks, in-lieu fee (ILF) mitigation programs and site, and permittee-responsible mitigation. Using a professional knowledge of natural, physical, and social sciences related to the natural and human environment, the incumbent performs the following duties: (1) Evaluates Dept. of the Army (DA) permit applications, compliance, and enforcement cases for activities in waters of the U.S. or navigable waters of the U.S. within the regulatory authority of the Clean Water Act and the Rivers and Harbors Act of 1899; (2) Assists in the development of implementing procedures to directives from higher authority; (3) Serves as the District representative on groups and task forces with missions of interest to the program; (4) Completes assignments related to special regulatory initiatives directed toward enhancing the program; and (5) Serves as a team member in a group of professional and technical staff engaged in the analysis and rendering of findings for DA permit actions or other activities impacting water resources within the scope of the above cited laws.
Assists with the evaluation and approval of complicated stream or wetland mitigation banks and ILF proposals consistent with the Mitigation Rule and existing policies, procedures, and technical tools. Performs other duties as assigned.

- Knowledge of and experience with a broad range of environmental principles, regulations, policies, procedures, laws, and techniques sufficient to ensure that regulatory work is in compliance with applicable legal standards and other requirements and that such work is implemented in an environmentally sustainable manner. Regulatory work requires skills sufficient to identify, interpret, and evaluate a variety of regulatory factors and related natural, cultural and social conditions and to prepare or evaluate the adequacy of environmental documentation or similar analyses, such as those conducted under the National.
- Environmental Policy Act, Section 404(b)(1) Guidelines, Endangered Species Act, and National Historic Preservation Act. Professional knowledge of the basic principles of geography, biology and/or physical science and skill sufficient to identify, interpret, and determine the sufficient of the interrelationships existing. among various natural and human phenomena and the processes of change which result from the impact of planned construction activities. Familiarity with related biological, physical, cultural and social sciences (such as ecology, botany, limnology, soil science, hydrology, chemistry, archaeology, and economics) and knowledge of applicable elements of engineering. The ability to adapt practices. from such sciences and engineering where relevant guidance is lacking in the environmental

Basic Education Requirement: Physical Science (GS-1301)
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR. B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement: Biologist (GS-0401)
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR. B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement: Enviromental Engineer (GS-0819):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Basic Requirement for Geographer Positions (GS-0150):
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR. B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
GS-07: One year of specialized experience which includes performing work that involved collecting data and entering into a database, AND 2) Performing basic aquatic resources impact analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
GS-09: One year of specialized experience which includes: Performing work that involved taking detailed notes, interacting with the public and, with assistance, assessing impacts to aquatic resources from proposed development activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
GS-11: One year of specialized experience which includes performing work that involved assisting in managing a wetland regulatory program in accordance with established regulations and guidance including taking detailed notes on soils, vegetation, and hydrology, AND 2) Assessing impacts to aquatic resources from proposed development activities and determining compliance with issued permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).Other Requirements:
