Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Position Duties:

  • Operates one or more various make, type, and size of gasoline or diesel-powered engineering and construction equipment with wheeled or crawler-type traction. Types include graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, and large industrial tractors with pan or scraper attachments. Digs, grades, excavates, and moves earth and other materials in connection with building embankments, laying dredging pipeline, building roads, digging ditches and trenches, and other work typical of construction projects. Operates at construction sites with difficult terrain problems such as steep slopes and grades, swampy areas, and soft ground. Performs required operators maintenance, makes minor changes and adjustments during operations, and assists mechanic with major repairs. May occasionally operate other types and size equipment for which qualify when required by workload.
  • Operates one or more diesel-powered crawler type boom cranes to lift, transport, and position materials; to dig and move earth or other materials. Uses clamshell buckets, dragline buckets, and other attachments as required. May be required to load, unload, or move heavy bulky items.
  • May direct a crew of 5 to 8 pipe lineman in laying, repairing, and taking up dredging pipeline; maintenance and repair of disposal area embankments; construction of trestles, sluices, and splash boards. Issues work instructions, sets work place and determines adequacy of work accomplished. May occasionally be required to perform duties of a pipe lineman.

Physical Effort:
Heavy physical effort is used by the operator in consistently reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating on rough surfaces. Frequently required to work in awkward or strained positions.

Working Conditions:
Work is performed in all types of weather, often in an open drivers seat or platform, on slopes, grades, and rolling surfaces. Individual is exposed to injury due to the possibility of the equipment overturning. Subject to noise, vibration, dust, dirt, and fumes from the motors and exhaust.

  • Required to undergo and pass a background clearance.
  • Position will require occasional travel outside the Philadelphia District to assist other Districts or for training. This will also involve overnight stays.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must be able to lift up to 40 lbs.
