Overseas Duty Location: Europe District Headquarters located at McCully Barracks, Germany. Position Duties
Position Summary
Project Management Specialist supporting the $1.8B Rhine Ordnance Barracks Medical Center Replacement (ROBMCR), the largest overseas military medical construction project in the Department of War (DoW) portfolio. Assists the Project Manager in planning, coordinating, and implementing management processes for MILCON and O&M projects, supports project execution, integrates technical information, updates P2, and prepares status reports throughout the project life cycle.
Major Duties
•Project Planning, Scheduling & Monitoring (40%)- Supports the Program Manager in developing project task listings, Work Breakdown Structures (WBS), and Critical Path Method (CPM) schedules using tools such as MS Project or Primavera. Maintains and updates project data in the P2 system, ensuring alignment with CEFMS financial data, and helps maintain accurate Project Management Plans (PMP) covering scope, schedule, cost, risk, and quality.
•Data Collection, Reporting & Database Management (30%)- Collects and validates project execution data from Program Managers, maintains electronic databases, and prepares a wide variety of project management reports for monthly status reviews, Project Review Board (PRB) briefings, and other reporting requirements. Validates baselines, milestones, and funding distributions, and recommends corrective actions as needed.
•Project Control, Coordination & Compliance (20%)- Assists the Program Manager in reviewing and evaluating all phases of project control, ensuring compliance with regulations, policies, funding requirements, and directives. Coordinates with Project Delivery Teams and District Supervisors to collect and disseminate project schedule information and resolve outstanding project issues.
•Administrative & Technical Support (10%)- Performs administrative duties including maintaining and distributing documents, preparing graphs, charts, and briefing materials. Develops and prepares Project Review Board (PRB) and Line Item Review (LIR) slides, ensuring all issues are properly identified and presented for monthly Board meetings.

• Must sign an overseas rotation agreement to return from the foreign area in 5 years unless otherwise extended or exempt.
• Temporary Duty (TDY) or business travel may be required up to 25% of the time.
• Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.

• Direct deposit of pay is required.
• Locality pay does not apply in the overseas area.
• If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
• Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
• Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
• For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same-sex spouse to accompany the employee and receive certain benefits. • The initial length of this overseas tour is 36 months.
