Position Overview/Duties

This is a Direct Hire Authority (DHA) announcement for an IT Specialist (Policy and Planning) in the USACE Headquarters, CIO/G-6 Division.

Position Title: IT Specialist (Policy and Planning)

Duty Location: Washington, DC.

Position Summary and Duties:

The incumbent will serve as the USACE Privacy Act Program Manager, providing executive-level managerial expertise regarding all aspects of Information Management/Information Technology (IM/IT), including compliance with the cybersecurity provisions in the Privacy Act, and other related regulatory guidance; Privacy Impact Assessment Program, and the Data Use Agreement Program throughout USACE.

Responsibilities and expertise encompass IM/IT issues and concerns which include duties associated with design, planning, development, organization, coordination, governance, cyber and data security, and compliance with regulatory guidance.

Duties:

  • Subject matter functional expertise provided includes IT policy development and implementation, IT cybersecurity, IT system and program performance measurement and monitoring, marketing and corporate communications, project/program management.
  • Devises implementation plans, writes policies, monitors compliance with regulatory programs, and prepares performance reports.
  • Conducts announced and unannounced inspections of USACE Privacy Programs to ensure compliance with legal and regulatory requirements.
  • Advises IT system owners on the requirements for System of Records Notices (SORN) that must be published when systems contain personally identifiable information (PII) and ensures the security of the PII stored or transmitted by these systems.
  • Serve as an Army specialist on integrated IM/IT privacy and cybersecurity requirements for PII.
  • Consults with the department IM/IT committees which must follow the cybersecurity regulatory requirements, including Army, DOD and Federal Privacy related Boards and Committees.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Required Specialized Experience:

  • Knowledge of reviewing USACE SORNs for consolidation in efforts to reduce the number of ARMY SORNs to meet the Department of Defense’s SORN reduction plan and understanding of DoA efforts to adjust the CMP SORN.
  • Conducting ongoing Privacy review of PUBs/Forms.
  • Analyzation of evaluating software requests for PII/PHI.
  • Completing and routing PIAs for signature.
  • Accuracy in implementing the FOIA.

Conditions of Employment:

  • Assignments may require occasional travel.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
    • Foundational qualification requirements within 9 months;
    • Resident qualification requirements within 12 months;
    • 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
