Position Overview/Duties

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). POSITION SUMMARY:

You will work as an expert with technical independence under the general supervision of the Architecture Section Chief, Engineering Division for the U.S. Army Corps of Engineers, Baltimore District, located at 2 Hopkins Apartments, Baltimore, MD 21201.

As an Interior Designer, you will independently to plan, design, and review interior features that are part of new and existing facilities that have been accepted as projects by Baltimore District. Applies expertise of interior design principles for such diverse projects as large administrative offices, troop and family housing, dining halls, physical fitness centers, child-care centers, chapels, medical facilities, Reserve Centers, etc. Prepares contract packages to procure furniture, fixtures, and equipment (FF&E) in support of District customers. Serves as a District resource for interior design issues during design, construction, and installation of FF&E. Mentors and is a team leader for lower graded interior designers. Tracks and keeps senior staff aware of project status including budget and schedule. Informs senior staff immediately when budget and schedule issues arise.

POSITION DUTIES:

1. As an Interior Designer, you will be responsible for providing leadership to lower graded interior designers and service as a technical expert on interior design issues relating to designs prepared by District personnel.

a. Develops interior design project requirements. Through verbal and written (documents, drawings and sketches) communication with project stakeholders develops an interior design program based on user needs, budget, schedule, sustainability, regulatory requirements, durability, and aesthetics. Provides advice to customers on the selection and design of essential items of FF&E. Specifically selects appropriate texture fabrics, floor coverings, furnishings materials, signage/graphics, and furniture materials/systems to create optimum interior space to meet customer needs. Communicates interior design program requirements with project architects and engineers ensuring that conflicts with building features and FF&E are resolved. Works within budget requirements for labor, interior design features, and FF&E. Ensures that senior staff provides quality assurance reviews and comments on project submissions.

b. Prepares interior design contract documents. Prepares complete interior design contract documents which are in compliance with regulatory and project requirements including floor plans, interior elevations, section details, finish and color schedules, and specifications. Prepares color boards, design analysis, and FF&E package, in accordance with UFC 3-120-10 Interior Design, to document interior design features. Reviews documents and 3D design models prepared by other disciplines and coordinates interior design features and FF&E to minimize conflicts during construction. Applies knowledge and skill of Building Information Modeling (BIM) to design activities and stays current with new uses and applications. Provides quantity material takeoffs of interior design features to cost estimators.

c. Assists construction field personnel. During construction period resolves interior design problems that arise and oversees installation phase and post-occupancy issues. Reviews, evaluates and determines adequacy of shop drawings, samples, certificates of compliance, laboratory analyses, paint certifications and other submittals and data from contractors covered by Government contracts. Reviews for compliance or non-compliance for such submittals. Evaluates technical data pertaining to materials, equipment, shop drawings, proposals for modifications and additions, and methods of installation submitted by contractors. Reviews for technical feasibility, adequacy and compliance with specifications. Determines if materials and equipment meet contract requirements, and approves or rejects all or parts of the submissions and proposals. Confers with contractor to resolve any problems or conditions.

2. Preparation of FF&E procurement packages. Serves as the Project Manager (PM) for FF&E procurement projects. Serves as the interior design technical lead for design and construction projects with an assigned PM that require procurement of FF&E. Coordinates with Resource Management Division personnel to accept and manage customer funding. Resources the contract and District labor using P2 and CEFMS. Prepares or reviews FF&E packages prepared by others for compliance with using agency requirements. Preparation of the FF&E package includes consultation with government agencies to determine their needs for FF&E, recommendation and documentation of appropriate furniture types to meet mission requirements, and preparation of designs to ensure the selected FF&E complies with using agency requirements and fits into their facility (FF&E package). Translates the FF&E package into procurement documents that are suitable for competitive bidding. Technically evaluates proposals and makes recommendations to Contracting Division. Serves as a technical authority for Contracting Division to administer Interior Design FF&E contracts. Coordinates Contractors facility access, travels to construction sites to inspect products for quality assurance, ensures that product or installation deficiencies are resolved, documents final government acceptance of product, pays Contractor invoices, and is responsible for timely contract closeout including finalizing all financial actions on FF&E contracts. Enters and tracks projects on Contracting Division’s SharePoint site. Prepares reports and briefs senior staff on interior design project status, schedules, and budgets.

3. Reviews designs prepared by A/E firms under contract to the Government. Coordinates and monitors the creation of interior planning designs performed under contract. Participates in the A/E selection process. Evaluates and/or recommends the work or A/E firms to ensure interior design excellence and compliance with regulations and design criteria. Notes omissions or failures to meet criteria or using agency requirements. Confers with architect-engineers during progress of the work to ensure compliance with directives, conformity to Corps policy and criteria, and adequate satisfaction of the using agencies requirements. Monitors progress of design and reports anticipated problems that adversely affect schedule or quality to the supervisor. Ensures that the design follows appropriate regulatory requirements including building codes, the Architectural Barriers Act (ABA), Occupational Safety and Health Administration (OSHA), International Building Code (IBC), and any other requirements as referenced in UFC 1-200-01 General Building Requirements. Prepares and coordinates amendments during advertising period.

Other Conditions and Requirements

1. The duties of this position require travel up to approximately 25% of the time. Travel will be to project sites for 1 to 5 days each month. Primary travel is to local projects with occasional (3-10 nights per year) overnight travel required in project support to other COE Districts and training courses.
2. The duties of this position require the employee to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
3. This position has a requirement to lift up to 40lbs. in the regular performance of duties.
4. In accordance with AR 690-11, this position has been designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively. The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
