Position Overview/Duties
The incumbent serves as a design manager providing technical and administrative management of Architect-Engineer (A-E) or in-house designs for large complex projects. Solves, advises, or evaluates complex design management issues which involve difficult or unusual planning, scheduling, negotiation, coordination, communications, and contracting. The work requires the application of the broad range of engineering disciplines including architecture, civil engineering, mechanical engineering, electrical engineering, and structural engineering as well as management responsibilities such as funds control, resource planning, contract oversight, and project scheduling.
Serves as a senior design manager responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping development, budget development, and contract oversight of significant Engineering deliverables such as design, planning & programming documents, studies, etc. The position requires a broad technical background and experience in various functions; a full and in-depth understanding of USACE procedures, design development procedures and project management principles. Serves as the technical counsel to the Project Manager (PM). The design manager is responsible for securing and coordinating the necessary resources to fully develop high quality deliverables through both in-house, Architect Engineering firms (A-E), or hybrid means. For designs executed through A-E’s, the incumbent will fully develop the A-E scope of work in coordination with the A-E Management Team; and serve as the Contracting Officers’ Representative (COR) for assigned projects. Facilitate and ensure resolution of technical issues and comments among the PDT as they apply to E&C deliverables. Controls and manages the design milestones and budgets.Manages design changes. Tracks all design changes and ensures modifications are made to budget and schedule as needed.

The Incumbent must possess an engineering or architectural license with a US state.
Must be able to be trained and certified as a Contracting Officers Representative for Architect-Engineer Contract.
Must be a current US citizen to apply due to security clearance requirements.
Incumbent must be able to obtain and maintain an official government passport.

REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.
This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
