Position Overview/Duties

  • Contract Administration: Oversee all aspects of construction contract administration, including modifications, claims, and closeout, ensuring compliance with federal and USACE regulations.
  • Project Execution & Oversight: Manage daily construction activities, coordinating with engineers, contractors, and QA staff to ensure projects are delivered on time, within budget, and to scope.
  • Quality & Safety Compliance: Enforce the USACE Quality Management System and EM 385-1-1 safety requirements, monitoring contractor adherence and coordinating all necessary inspections and testing.
  • Schedule & Financial Management: Analyze contractor schedules to mitigate delays and track project financial status, including expenditures and cost estimates, to ensure fiscal compliance.
  • Stakeholder & Liaison Coordination: Serve as the primary liaison between USACE, contractors, and host-nation stakeholders, coordinating site access and resolving operational issues.
  • Risk Mitigation: Identify, assess, and mitigate all project risks, including safety, operational, and security concerns, and participate in accident investigations as required.
  • Technical & Pre-Construction Support: Perform constructability and BCOES reviews, assist in preparing contract specifications, and serve as a technical expert during source selections.
  • Documentation & Reporting: Maintain complete and accurate project documentation in official systems (RMS, SharePoint) and prepare comprehensive status reports for leadership.
  • Issue Resolution: Proactively identify and resolve technical, contractual, and construction-related issues, providing expert recommendations to senior engineers and contracting officers.
  • Training & Staff Support: Develop and deliver training on construction management processes and systems (RMS, CQM) and provide temporary leadership or supplemental staffing coordination as needed.

  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required. Supervisory probationary period may be required.
  • Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis.
  • This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
  • A valid driver's license is required for this position.
  • Professional Engineering licensure or Architect Licensure required.
