Position Overview/Duties
Serves as Area Engineer for assigned area of responsibility, Japan Engineer District (JED), and in this capacity, manages program goals and supervises all military and host nation programs assigned to JED. Projects comprise the full spectrum of military construction activities, which require a high degree of coordination with the various using agencies/customers involved. Projects include complex structures with complex features such as; hospitals, schools, fuel storage facilities, satellite communication facilities, fueling systems, ammunition magazines, cold storage facilities, commissaries, post exchanges, a wide range of O&M projects, and design and installation of related unique and specialized equipment. Planning, design and construction activities within the area are administered/monitored by a staff of approximately 100 subordinate, DAC and MLC engineers and technicians engaged in all phases of operations such as contract administration, supervision and inspection, construction surveillance, quality assurance inspections, and related administrative activities. Duties performed and decisions/recommendations are based upon a background of practical experience, as well as, a thorough knowledge and application of engineering theory, formula and established procedures.
1. Responsible for Project Development. Monitors critical parameters on major projects from the time of conception until completion for potential problem areas and makes recommendations for necessary changes. Maintains a full and detailed knowledge of the major projects proposed, planned or existing; deficiencies and critical aspects of the projects; operations data relationship between proposed new work and changes deemed necessary; and ensures necessary directives, negotiations and modifications to contracts are executed. Directs the preparation of a Government estimate of a fair and reasonable price and time of performance for the changed work and effects implementation, all within pertinent procurement and contracting regulations and prescribed District policy. Based on office capabilities, may require direct coordination with other Branch disciplines within the Area Office to ensure performance of the design and preparation of the specifications for the changed work. Ensures complete documentation in support of all contract modifications is executed. For modifications and claims outside the authority of Administrative Contracting Officers (ACOs), determines need, assesses legitimacy and directs the preparation of findings of fact and necessary support documents to assist E&C Division in resolving the issues.
3. Responsible for Construction Management. Ensures that the work performed is in strict accordance with contract requirements and that the product transferred to the using agency is of the highest quality obtainable within contract parameters. Ensures quality work is provided through strict enforcement of contractor quality control and the continuous quality assurance efforts. Exhibits a thorough knowledge of construction methods and procedures, capacity and capability of construction equipment, and acceptable workmanship. Maintains an effective and professional relationship with Corps contractors and representatives of GOJ who are involved in the Host Nation construction program. Actively participates in meetings/conferences with contractors to resolve problems that cannot be settled at lower levels. Provides necessary guidance, assistance, and direction to the field units and incorporates the services of other elements of the District when necessary.
4. Responsible for Personnel and Resource Management. The incumbent is responsible for determining resource needs, the effective assignment, supervision, training and career development of personnel in the subordinates’ offices. Monitors and evaluates the actions and decisions of subordinate supervisors to insure uniformity in the application of various policies and procedures. Insures adherence to District policies, Federal personnel regulations, and other pertinent directives. Reviews both career and performance standards for subordinate supervisors and provides advice and counseling; supports and promotes personnel management programs such as Equal Employment Opportunity, Affirmative Action Program Plan, Merit Promotion, Upward Mobility, etc. Performs all personnel responsibilities without regard to non-merit factors and ensures that subordinate supervisors do likewise. Coordinates tasks based on responsibilities, location and workload. Reassigns personnel within the Area Office to improve job performance, to gain technical experience (OJT), and to best utilize available staff/work force for accomplishment of the mission. Assesses future personnel needs by developing plans for organizational changes with considerable impact on the basic structure, programs and budget proposals, key personnel requirements and limitations. Directs the preparation, review of and submittal of progress reports and other necessary recurring and special reports as requested by higher authority. Supervises the development and maintenance of budget information for all activities and monitors operations to ensure work is performed within necessary fiscal constraints and that periodic goals/targets are not exceeded without proper justification. Reviews overtime and travel requests and recommends approval when determined necessary for mission accomplishment. Ensures that a safe working environment is prevent any unsafe conditions or practices are made available. Coordinates optimum staffing requirements for individual offices and staffs with the appropriate District level staff and recommends all personnel actions for Executive Office final approval. Through subordinate supervisors, identifies and submits training needs to the District Training Committee for inclusions into the District's training program. Assists in the development of locally sponsored training courses.

Area of Consideration: This is a job opportunity notice for a permanent position, open to current, permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment to the GS-14 level. Eligible applicants must currently hold, or have previously held, a GS-14 position or higher, with the same responsibilities as described above in the Specific Duties section. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity. CPAC will determine candidate qualifications.

- Requires 25% Temporary Duty (TDY).

- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
- Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
- The initial length of this overseas tour is 24 months. Return rights to previously held permanent position of record will be authorized.
