Position Overview/Duties
Summary of Responsibilities: Serve as a Civil Engineer in the Quality Assurance Section, Okinawa Area Office, Construction Division, assists the Section Chief as approval authority for all contractor submittals and related documents and furnishes technical advice and guidance to Construction Division Resident Engineers, Project Engineers and other organizational elements of the district regarding all phases of civil engineering. The incumbent is responsible for the identification and resolution of problems relating to the design and construction of a variety of buildings and facilities such as airfield complexes to include approach facilities, runways, taxi-ways and aircraft parking areas, water supply, treatment, storage and distribution systems, roads and railroad facilities including bridges and culverts, erosion and stream channel stabilization facilities including retaining walls, and the civil portion of projects involving troop housing, mess halls, headquarters, schools, buildings and storage facilities.
Specific Duties:
1. Reviews and evaluates design drawings, design analysis, and specifications award to assure that design is adequate and sound as well as consistent prior to contract with criteria established by higher authority and using agency. Considers functional requirements together with methods of application for economical design and weighs related problems such as electrical and mechanical design and layout to be integrated with proposed plans. Indicates revisions to be accomplished when submitted plans do not meet standards or where guidelines and criteria do not fulfill requirements. Maintains liaison with the Engineering Division regarding problems of design, adequacy of field tests, modifications and supplemental agreements. Determines changes necessary for the improvement of specifications, drawings, and field acceptance tests relating to the aspects of construction projects. Conducts research to keep informed of the latest developments, trends, and improvements in methods and techniques for all phases of construction. Monitors development of local industry for new products and improvement of existing products conforming to Japanese Industrial Standards for comparison with applicable US standards and specifications and recommends usage of these items.
2. Visits construction sites to evaluate all phases of civil and structural construction to ensure technical accuracy for functional requirements, quality of materials, proper construction methods and furnishes engineering advice and guidance to project personnel. During inspections observes other phases of construction for improper procedures, defective materials or workmanship, and other discrepancies. Writes reports in summary or detailed from and recommends corrections and/or improvement of recurring discrepancies and inequities in work methods or end results. Collaborates with Construction Representatives, Resident and/or Project Engineers during inspections. Discusses complex engineering problems with technical and contractor personnel to resolve requests for information (RFIs) and questions pertaining to construction policy, programs, testing, and operating difficulties Coordinates courses of action to obtain desired results, which requires immediate decisions for the field offices. Formulates and conducts training sessions for Resident Engineers, Project Engineers and quality assurance personnel concerning construction methods and techniques, quality assurance procedures and technical aspects of contract requirements
3. Assists the Section Chief as approval authority for contractor submittals, submittal registers, local and offshore material and equipment procurement schedules and certifications for imported materials. Performs technical review of civil and structural shop drawings, material samples, equipment data, catalog cuts and certificates submitted by contractors for all construction contracts administered by JED as well as for all Combined Defense Construction Projects to insure compliance with the plans and specifications.
4. Prepares correspondence, reports, fact sheets, MFR's, summary sheets, message decision papers, and briefings. Represents and speaks for immediate supervisor at conferences when required providing interpretation of regulations, policies, and practices in answer to technical questions as necessary.

Area of Consideration: This is a job opportunity notice for a permanent position, open to current, permanent U.S. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment to the GS-12 level. Eligible applicants must currently hold, or have previously held, a GS-12 position or higher, with the same responsibilities as described above in the Specific Duties section. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity. CPAC will determine candidate qualifications.

- Duty station is at Camp Lester, Okinawa Island, Japan.
- Requires 10% Temporary Duty (TDY).
- This position requires a NACI Background Investigation.
- Must have a valid driver’s license.
- Must be able to obtain and maintain DAWIA Acquisition Certification in Contracting within 36 months of employment.
- Position requires Financial Statement: OGE 450.
- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
- Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
- The initial length of this overseas tour is 24 months. Return rights to previously held permanent position of record will be authorized.
