Position Overview/Duties
This is a Direct Hire Authority (DHA) announcement for an Interdisciplinary (Cost Engineer) in the South Atlantic Division, Wilmington District, Engineering and Construction, Engineering Branch, Technical Support Section.
Duties:
Serves as a specialist in the District’s cost engineering function with responsibility for preparing, assembling, managing, and defending cost estimates for the complete range of District projects during all phases of the life cycle including a wide variety of civil and military projects. Projects may be in a conceptual, planned/proposed, design, construction, or operational stage. They cover a wide geographic area, are in remote locations and/or inaccessible areas, are subject to varying climatic conditions, or other unusual conditions complicating the cost engineering function.
• Develops detailed cost estimates from construction contractor’s viewpoint requiring a careful analysis and comprehensive evaluation of numerous factors with differing and complicating circumstances.
• Prepare initial estimates for use in developing conceptual proposals, planning projects, preliminary designs, additive alternatives, negotiations, etc.
• Reviews plans and specifications prepared in-house or by Architect-Engineer (A-E) firms for practicability of design or change in design and prepares network diagrams portraying the sequence of construction when required.
• Provides cost expertise on complex contractor claims and assists in negotiations.
• Review Architect-Engineer (A-E) cost estimates for adequacy.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement:
Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Specialized Experience GS-12: One year of specialized experience in the Federal service which includes: developing detailed cost estimates from the construction contractor's viewpoint; providing cost estimates and related advice in recommending changes in design or materials to permit the construction of a less costly project; providing cost engineering assistance in modification negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
