Position Overview/Duties
This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. This Program may only be utilized for non-competitive placements; to include voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grade, details, and deployment opportunities. Position Title: Lead Technical Electrical Engineer, GS-0850-13, in the North Atlantic Division, Baltimore District, Electrical Section.

Anticipated Start Date: This assignment will begin on/about pay periods in the 2nd Quarter, FY26.
Position Summary:
Serves as a Technical Lead Electrical Engineer and District-wide expert in addressing and resolving novel, extremely technical state-of-the-art, unusual and controversial electrical engineering matters and systems which normally support multi-functional structures such as highly technical laboratories, hospitals, communication facilities, training facilities, barracks, munitions facilities, airfields and appurtenant structures, family housing, administration buildings, flood protection facilities and dams, on-site and off-site utility systems, power plants, hazardous and toxic cleaning facilities, and wastewater treatment facilities.
Key duties and responsibilities include but are not limited to:
- Provide electrical expertise to achieve comprehensive whole building systems commissioning through complete cycle of planning, design, construction, and initial operations.
- Development of designs, studies, plans, specifications, and cost estimates for military, non-military vertical construction, civil, and EMDC projects.
- Serves as a District consultant, expert advisor, and mentor in resolving all aspects of electrical engineering work including power, lighting, communications, and electronic security systems.
- Responsible for all electrically related tasks including, but not limited to:
- Production and review of designs, cost estimates, specifications, studies, and systems analysis;
- Electrical and electronic systems and equipment include computer-controlled UPS systems;
- High and medium voltage underground and overhead distribution systems, substations and related control and protection equipment;
- Interior facility power systems, exterior and interior lighting and controls systems, photo voltaic systems, signal systems such as security and telecommunications.
Other Conditions and Requirements
The position requires the incumbent to possess a current State-issued Professional Engineering license or the ability to obtain a State-issued PE license within 18 months of initial appointment.
The incumbent, upon supervisory notification, is required to obtain and maintain a Security Clearance, up to Top Secret SCI, and;
- Must be able to pass a polygraph test, or series of polygraph tests, and continue to pass the polygraph test on a periodic basis;
- Upon designation as a Top Secret or higher, this position will be designated as a required drug testing program position, requiring the incumbent to refrain from illegal drug use and submit to drug testing when directed under the conditions of employment.
