Position Overview/Duties

Area of Consideration: Current permanent USACE employees eligible for non-competitive reassignment at the GS-13 level. Eligible applicants must currently hold, or have previously held, a permanent GS-13 position or higher, with the same responsibilities as described above in Position Overview/Duties. Change to lower grade/non-competitive reassignment candidates will also be considered for this opportunity. CHRA will determine candidate qualifications.

Position Overview/Duties:

Serves as warranted Contracting Officer and Team Leader over a minimum of three Contract Specialists with responsibility for coordinating a team of specialists for negotiation, award, and administration of contracts to support Japan Engineer District (JED) Design and Construction Program. Responsible for all contracting processes for pre-award, award, and post award actions fora variety of complex, long term contracts for military construction and architect engineer services (U.S. and Host Nation Program) to include Environmental related work. This responsibility extends throughout the acquisition cycle. Projects will range from highly complex, acquisition, to simpler indefinite delivery types of contracts.

Serves as the focal point and lead member of Request for Proposal (RFP) preparation Project Delivery Team. Responsible for adequacy of scope of work; advises technical writers on special wording of work requirements. Researches applicable regulations and, directives to ensure that general provisions are in conformance with statutory requirements. Develops special provisions to ensure that solicitation packages present the Government's requirement in a clear and concise manner.

Serves as Contracting Officer and primary coordinator and team leader of a variety of functional specialists, such as auditors, cost accountants, engineers, cost analysts, and attorneys to prepare the government position and conduct negotiations with the contractor for assigned contracts. Advises negotiators and other technical personnel on contractual matters, and requirements of the contracts clauses and provisions. Participates in special procurement evaluations, studies, and analyses.

Serves as Contracting Officer for the administration of the contracts; continually reviews contractor performance against contract requirements. Coordinates with technical specialists within the division, other offices, and, agencies, and takes action, as required, to resolve problems. Responsible for controlling and monitoring performance of prime and subcontractors and monitors the expenditure of funds.

Other Essential Information:

• Initial tour of duty is 24 months
• Requires 10% temporary duty (TDY)
• Position requires a Public Trust Security Background
• The incumbent is required to file an OGE 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter
• The position requires Defense Acquisition Workforce Contracting Professional Certification within 3 years
• Certain incentives (recruitment, relocation, etc.) may be authorized for eligible selectees
• Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest
• Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250
