Position Overview/Duties
This is an internal announcement for a Supervisory Interdisciplinary (Resident Engineer), GS-08XX-13, in the South Atlantic Division, Charleston District, Construction Division, Savannah River Site.
Position Title: Supervisory Interdisciplinary Engineer (Resident Engineer)
Series/Grade: GS-08XX-13, (0808 Supervisory Architect, 0810 Supervisory Civil Engineer, 0830 Supervisory Mechanical Engineer, 0850 Supervisory Electrical Engineer)
Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-13 to qualify.

Duty Location: Aiken, SC.

- Current permanent USACE GS-13 will be considered for reassignment at the same grade.
As a Resident Engineer, you will be responsible for contract administration and supervision of civil works, military, and interagency construction projects. You will manage up to 70 contracts, ranging from a few thousand to $100 million, including numerous modifications that require immediate decisions and instructions to contractors. The projects involve complex tasks such as dredging, diking, new construction, and renovations of barracks, mess halls, hospitals, reserve centers, administrative buildings, operational and maintenance facilities, airfield paving, refueling systems, training facilities, and infrastructure upgrades. Your role will ensure that all projects are completed on time and meet required standards.
Duties:
- Administrative Contracting Officer:
- With authority to direct work changes, negotiate contract modifications (up to $500,000), and stop work for defects or safety hazards.
- Ensures work complies with engineering, contract administration, office administration, safety, and personnel management regulations.
- Plans and directs local training to ensure construction is in accordance with contract specifications, visiting construction sites for consultation on quality assurance.
- Evaluates construction progress, consults with contractors on deficiencies, and directs removal of unsatisfactory contractor personnel.
- Oversees studies for field changes, prepares cost estimates, and manages change orders. Negotiates changes and executes contract modifications.
- As Contracting Officer's Representative, interprets contract plans and specifications, reviews contractor claims, prepares findings, and participates in dispute resolution.
- Maintains liaison with using agency and contractor representatives on safety, regulations, utility outages, and project progress.
- Conducts site inspections, plans pre-final and final inspections, and manages deficiency correction before final project acceptance.
- Oversees construction progress reports, ensures compliance with labor laws, and enforces reimbursement for violations.
- Meets with commanders and high-level NNSA/DOE/DOD/DAF representatives for construction planning and feasibility assessments.
- Ensures full application of safety requirements (EM 385-1-1) and conducts regular safety inspections on contractor activities
- Leadership & Supervision:
- Manages a team of 4-20 engineers, technicians, and other staff, planning and prioritizing work, setting performance standards, and conducting evaluations.
- Reviews job descriptions, participates in organizational improvements, and ensures compliance with EEO principles.
- Conducts interviews, resolves employee complaints, and recommends actions for serious disciplinary issues.

- Contracting Professional Level 2 Certification must be met within 2 years.
- This position requires the incumbent to serve a 1-year supervisory probationary period, if not already served.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- PCS may be authorized.
- Relocation incentive may be authorized. Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
- This position may be eligible for situational telework.
