Position Overview/Duties

Incumbent is responsible for the review of plans and designs, and original design development, for structural engineering features of a multi-million dollar construction program being carried out in several foreign countries. Applies perception and analysis in depth, of the variety of interrelated and conflicting conditions present in such projects, and judgment in selecting optimum design approaches from a technical and economic standpoint. Serves as a technically responsible specialist of the Division, in the field of structural engineering. Reviews studies, scopes of work, and preliminary and final design plans prepared inhouse, and by AE firms to assure technical accuracy of all portions relative to his specialization.  Assures that all corrections and changes are incorporated into final plans, coordinating with other technical personnel, as necessary. Develops design criteria to be included in scopes of work for use by AE firms in developing designs. Prepares detailed technical review comments.  Develops original plans, design analyses, and specifications for the most complex features of structural design work accomplished in-house.  Drafts technical specifications, design criteria and drawings in conjunction with designs generated in-house. Prepares quantity take-offs for estimating purposes.  Reviews or prepares directives, scopes of work, and project criteria for new projects.   Participates in the development of change orders and supplemental agreements by furnishing advice to the field on design problems created by the changed requirements. Advises A-Es in the preparation of design drawings for change orders and supplemental agreements. Reviews shop drawings, and materials and equipment substitutions affecting design. Consults with engineers preparing or reviewing specifications and estimates required for negotiation of construction contracts for the purpose of coordinating the preparation of bidding documents.

Desirable KSAs: 

 

  • Professional Registration (Engineering) is highly desirable.
  • Serves as subject matter expert in Structural Engineering, and related design and construction fields with the ability to execute a wide variety of vertical and horizontal design projects, infrastructure, surveys & assessments. 
  • Ability to investigate, analyze, and evaluate conditions of an unusual and unique matter, requiring the development of courses of action for improvement or remediation. Ability to work independently, and often as the single subject matter expert. Team leading experience for vertical and infrastructure projects.
  • Experience developing building design and layouts, barracks, hangars, DFACs, ECPs, office buildings, etc.
  • Experience with preparing complete construction documentation that includes, Civil, Topography, Drainage, Architectural, Structural, Mechanical, Electrical, Plumbing,

Communications, Life Safety, Specifications, Cost Estimates (ROM, CWE, & IGCE), and Scheduling.

  • Proficiency in use of AutoCAD or Microstation.
  • Ability to do structural analysis using principles of statics, or structural modeling software such as RISA 3D, STAAD, BIMM, AutoDesk Inventor, SolidWorks, or various Bentley structural software applications.
  • Experience in writing Design-Build or 100% Design Statements of Work (StOW) and request-for-proposal (RFP) documents, writing and editing technical specifications, and

reviewing structural engineering work-done by others.

  • Ability to conduct structural assessments of buildings and structures, develop reports of findings, and recommendations for repairs and/or modifications.
  • Ability to conduct detailed quantities takeoffs/preparations, prepare Rough-Order-of-Magnitude (ROM) cost estimates, examine field reconnaissance and investigation reports

to determine problem areas and design solutions.

  • Ability to interact and communicate in a professional manner assisting with the

coordination of project delivery teams.

Duty station Kuwait: No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

 

THIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM HAVING ALL BASIC AMENITIES; LIGHT, POWER, WATER, REFRIGERATION, TO NOT HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

 

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other

immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
