Position Overview/Duties

Serves as a Natural Resource Specialist (Ranger) for a multipurpose navigation or reservoir project. Performs assignments that involve a variety of aspects related to project operations that include natural resources, recreation and dam safety. Responsibilities include long and short-range planning, administration, coordination and management of various project activities in the areas of fish and wildlife management, soil conservation, forest and range conservation, water quality, environmental stewardship, recreation, park administration, public relations, visitor assistance, public safety, historic property management, real estate actions and other related fields.

  • Participates in the development of various planning documents that include master plans and Operational Management Plans (OMP) in the management of natural resources.
  • Participates in the conservation, preservation, restoration and use of natural and cultural resources.
  • Participates in all aspects of recreation management at the project; and, assists the supervisor in preparing developing plans that manage the facility that are consistent with current and future demands in the region.
  • Enforces Title 36 CFR by educating the visiting public on project purposes, conditions, policies and regulations.
  • Prepares and coordinates documents pertaining to leasing and managing lands within business lines and District staff guidance.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Basic Requirement for Natural Resources Specialist (Ranger):

A. Degree: Bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

For the GS-05: Specialized Experience: Applicants who meet the basic requirements described above are fully qualified for this grade level.

For the GS-07: Specialized Experience: One year of specialized experience performing the following: 1) Participating in natural resources activities, such as fish/wildlife management, forestry/vegetation management, soil/water conservation, or fire protection. This definition of specialized experience is typical of work performed at the next lower grade/level GS-05 position in federal service.

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to the position.

OR

Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement mush have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: 1) Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; 2) Grade-Point Average (GPA) – Applicants must have a GPA of either (a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or (b) 3.5 or higher out of a possible 4.0 (“B” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Honor Society Membership – Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Conditions of Employment:

  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

  • Must be trained, tested and licensed to operate small watercraft in accordance with Corps of Engineers' policy and other applicable regulations.

  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent to wear uniforms prescribed by the Corps of Engineers.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession of operating vehicles.
