Position Overview/Duties
SUBJECT: Temporary Assignment, GS-0343-11, Management and Program Analyst, Operations Division, Management Support Branch, Pittsburgh District Office.
1. Purpose: Recruitment for a temporary reassignment or promotion opportunity NTE 120 days. More than one candidate may be selected for concurrent or consecutive 120-day developmental assignments.
2. Applicability: Temporary NTE non-competitive 120 day promotional/reassignment opportunities are authorized under 5 CFR.
3. Eligibility: All permanent General Schedule (GS) employees who meet the qualifications of the 0343 Management and Program Analyst series and meet time-in-grade requirements are eligible to apply (i.e. one (1) year of specialized experience to qualify at the GS-11 level).
4. Statement of Major Duties and Responsibilities: The position is in Pittsburgh, Pennsylvania in the District Office, Operations Division, Management Support Branch.
The incumbent will assist with supporting acquisition strategies, including expertise in purchasing, contract cabinet development, and purchase agreement program management which may include the following tasks:
• Serve as an acquisition SME for OPS regarding micro purchases and other contract actions
• Utilize CEFMS and other software packages (e.g., PCF) for programmatic support
• Interacts with other District divisions regarding the O&M budget execution
• Communicate and apply guidance for customer support
• Apply expertise on fiscal law and Contracting acquisition to support OPS customers
5. Period of Assignment. Local non-competitive assignments with promotional opportunity are subject to a maximum of 120 days within a 52-week period. More than one (1) candidate may be selected for concurrent or consecutive 120-day assignments.

8. Evaluation Criteria:
Criteria used will include the applicant’s previous experience and dissertation on reasons for interest in the assignment. Your resume and statement of interest should address your skills, experience and/or ability to:
• Apply education and/or experience in financial program and policy elements.
• Knowledge and use of CEFMS and Microsoft Office software.
• Demonstrate skills and independent research in acquisition processes
• Adapt to changing requirements, challenging work environment, and coordination of PII.
• Demonstrate ability to work with minimal supervision and coordinate with multiple project personnel.
