Position Overview/Duties

implementation of district's security programs relative to physical security, antiterrorism, force protection, personnel security, information security, and security education/training. Serves as a technical source of authoritative information and assistance in support of the District's personnel security, information security, foreign disclosure, antiterrorism, force protection, and physical security command programs.

 

MAJOR DUTIES:

 

1. Antiterrorism: Develops, implements, and oversees the Districts Antiterrorism and Force Protection (AT/FP) Program IAW with regulatory and higher Headquarters guidance. Prepares, reviews, and responds to inspection reports and requests for information. Develops and presents security briefings and training relative to new and established anti-terrorism/force protection (AT/FP) and physical security procedures as deemed necessary. Through regular review of message traffic, security and intelligence information, data analysis, and other sources of information, and participates in the development of operational programs. Advises supervisor on specific findings and appropriate courses of action.

 

2. Personnel Security: Manages TAE Personnel Security program IAW regulatory and higher Headquarters guidance. Assist in the facilitation, review of interim clearance decisions for the District. Supports the Continuing Evaluation Program (CEP) to determine trustworthiness and security eligibility of individuals for access to sensitive information, material, resources, or work areas. Indoctrinates new employees on security procedures; conducts refresher training on security to all employees and debriefs those leaving sensitive positions. Maintains accountability personnel actions required when reporting derogatory information, CEP, and verifies clearance requirements for system authorization access request (SAAR) to classified information systems. Prepares and provides foreign travel briefings to employees making trips into foreign countries for official business and leisure and ensures that all foreign travel/foreign contact reporting is annotated in the appropriate security system.

 

3. Physical Security: Develops, implements, and oversees physical security policies and program IAW with regulatory and higher Headquarters guidance. Applies security engineering principles to develop security systems to safeguard government property. Coordinates with Host Protection AT/FP and Physical Security personnel to ensure TAE protects personnel and equipment IAW AOR requirements. Evaluates the effectiveness of existing security practices; researches and recommends the type of control requirements, procedures, and facilities needed; assures organization personnel are adhering to established policy and practices; and recommends appropriate action to correct deficiencies. Plans, organizes, and coordinates optimum protection and security of the District's facilities, contractor construction project areas, property, and personnel. Determines protection requirements for facilities/construction sites based on considerations such as layout of the area, dollar values of equipment, material, etc. involved; susceptibility to attack, fire, theft, and damage; and other similar considerations. Maintains liaison with Host Protection agencies, AT/FP and Physical Security personnel, as well as intelligence offices of all departments in such matters as security requirements for investigative reports, etc. Reviews and contributes to security support agreements in support of the Command's AT/FP and physical security plans.

 

4. Information Security Management (AR 380-5): Assists with the execution of information security programs, with the technical assistance and collaboration of the Information Management personnel to include personnel, physical, information, and procedural security. Prepares documentation and formal/informal reports pertaining to the program. Reviews classified material to determine retention, retirement, and destruction.

 

5. Foreign Disclosure Program: Coordinates with the TAD Division Foreign Disclosure Officer and Oversees the Foreign Visitor Control and Foreign Disclosure program. Coordinates the access and movement of foreign visitors while at TAE. Provides policy and guidance regarding release of classified and unclassified information to foreign nationals. Monitors sponsorship of meetings and/or conferences involving foreign nationals thus ensuring compliance with regulatory procedures and policies. Serves as the Foreign Disclosure Coordinator and POC with higher headquarters.

Duty station Kuwait: No Danger Pay, 15% Post Differential, 48 hours of paid Overtime/pay period, Sunday Premium Pay, $123/day Per Diem in Govt-provided lodging.  Personal Leave authorized for 1-year tour.

 

HIS POSITION REQUIRES A SECRET CLEARANCE WORK MAY ENTAIL EXTENDED WORK SHIFT OF 12-16 HOURS A DAY. GENERALLY, INDOOR WORK LOCATION HAS POWER, WATER, HEATING, AND AIR CONDITIONING, ALTHOUGH OUTAGES SHOULD BE EXPECTED. LACK OF SLEEP MAY OCCUR DUE TO LONG WORK HOURS AND UNCOMFORTABLE LIVING CONDITIONS. EMPLOYEE WILL REPORT SYMPTOMS OF STRESS AND FATIGUE TO THE ON-SITE SUPERVISOR. LIVING CONDITIONS RANGE FROM 

HAVING ONE OR MORE OF THESE AMENITIES. EMPLOYEES WHO NEED TO STORE REFRIGERATED MEDICATION SHALL PRIOR TO DEPARTURE FROM THE PRIMARY DUTY STATION, INFORM THE LOCAL EOC SO AVAILABILITY OF REFRIGERATION AT THE WORK SITE CAN BE DETERMINED. ENVIRONMENTAL CONDITIONS AT WORK LOCATIONS MAY RANGE FROM EXCESSIVE HEAT AND HUMIDITY TO EXTREME COLD AND RAINY. SOME LOCATIONS REQUIRE THAT THE EMPLOYEE BE ABLE TO MAINTAIN STABLE MOBILITY IN SANDY AND UNSTABLE TERRAIN. ALTHOUGH SOME WORK IS SEDENTARY, WORK CONDITIONS SUCH AS ERGONOMIC ISSUES RELATED TO LIFTING AND CARRYING, SEATING, OR VIDEO DISPLAY TERMINALS; REPETITIVE MOTION INJURY FROM USING COMPUTERS, AND THE LIKE MAY BE EXPECTED.

 

This position is designated as emergency-essential (E-E). The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support operations and/or support maintenance and repair of combat essential systems. This position may not be filled by a military reservist. In the event of an emergency situation, the incumbent must continue to perform the E-E duties until relieved by proper authority. Failure to remain in your position may result in separation for the efficiency of the Federal service. Incumbent must complete and sign DD Form 2365 (DoD Civilian Employee Overseas Emergency Essential Position Agreement). Due to the strenuous nature of some deployed assignments, the incumbent may be required to meet certain medical requirements (be free of any health or medical condition that would prevent the employee from performing duties under austere conditions). Incumbent may be subject to medical examination, immunizations (this may include the series of anthrax vaccine immunizations to include annual boosters and other immunizations that may in the future be required), DNA sampling, HIV testing, etc. Adequate medical facilities may not be available within the area of deployment to support certain medical conditions or medications that require special handling.
