Position Overview/Duties

This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). POSITION OVERVIEW:
The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the master planning projects as part of North Atlantic Division’s Master Planning Regional Center of Expertise (RCX). Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices and processes of engineering and/or science disciplines. The position requires a broad technical background and experience in various functions; a full and in-depth understanding of Army Master Planning requirements and Corps of Engineers procedures, authorization and appropriation processes; and a strong management background. The incumbent is required to integrate sponsor/customer requirements and participation into a comprehensive Project Management Plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the district, establishing responsibilities and setting expectations; control and manage assigned project's budget and schedule assuring that District commitments to the sponsor/ customer are met; and serve as the district's primary point of contact for sponsor/customers and ether external agencies on assigned projects.

MAJOR DUTIES:
1. Serves as master planner manager, responsible for the overall management, control, coordination and execution of assigned projects as part of the RCX. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Coordinates, manages, and integrates all district functions (i.e., planning, design, cost engineering, real estate, contracting, enhanced use lease, contracting, counsel, etc.), sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan. Within this plan, integrates and establishes project scope, criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Responsible for obtaining and maintaining the district corporate commitment to the management plan. Participates in district programming decisions affecting long and short-range courses of action for assigned projects. Provides input to the district-operating Budget related to projects assigned.

2. Coordinates and manages master planning activities and projects from master planning product lines for military and other federal projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, threats to safety and health of the public and the environment, and public issues. Independently leads the development of and reviews master planning products. Master planning product lines include traditional Master Planning (i.e., Vision Plan, Area Development Plan, Installation Development Plan, Area Development Execution Plan, Installation Planning Standards, Installation Design Guide, Sustainability Component Plans, Installation Energy and Water Plans, Master Plan Assessments, Layaway Plans, Capacity Analysis, Traffic Studies/Modeling, NetZero Studies, CAMPS); Programming (i.e., Requirements Analysis, Planning Charrettes, DD Form 1391 (MILCON and SRM), Economic Analysis, Customer Concept Documents); Facilities Management (i.e., Space Utilization Studies, ePRISMS support, Infrastructure studies, Pedestrian Element Plans, Signage Plans, Facility Assessments/Builder Support, Preventive Maintenance Support, GFEBS Support, Chief Financial Officer’s Act Support, Real Property Studies) and Geospatial Services (i.e., GIS Support, Mapping, Rendering, CADD, Sketching Support). Projects managed are complicated by multiple customers; technical issues; conflicting interests of Federal, State and local government agencies, business and industry groups, and private citizens.
Advises supervisor of special conditions or problems which will delay completion or increase the cost. Ensures that all data necessary for the preparation of detailed construction drawings, and specifications are present to assure accuracy and completeness of information. Assures that all corrections and changes are incorporated into the final plans, coordinating with other technical personnel, as necessary.

3.Controls, reviews, and manages project schedule and milestones and budgets and project funds for master planning projects. Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost based on performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised. Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Reviews and approves, within authorities provided, project cost and schedule changes. Endorses all products produced in support of the project, and has the authority and responsibility to challenge those products. Manages project contingency funds to ensure efficient and effective utilization. Provide status reports on projects assigned (progress, issues and trends).

4. Serves as the district's primary point of contact for projects assigned with sponsor/ customer, which includes but it not limited to, Federal, state and local government agencies, other external organizations and higher authorities. Responsible for keeping the sponsor/customer fully informed of project progress, issues and their resolution, as it relates to cost, schedule, and quality. Assures that sponsor/customer or other agencies participation in the project is in accordance with the agreed upon management plan, that sponsor/customer commitments including cash payments and in-kind services we being maintained, and that sponsor/customer fiscal status remains secure and in accordance with established policies. Assures early identification of sponsor/customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Responsible for the development of all required sponsor/customer and Corps of Engineers agreements, leading the negotiation of such agreements on the part of the Corps of Engineers.

Other Conditions and Requirements

  • Experience with DD1391s is highly desired.

1. Incumbent may be required to travel up to 25% of the time.

2. Incumbent is required to obtain and maintain a valid, State-issued Motor Vehicle Driver's License.

3. Moderate lifting and carrying weights, extended standing, sitting, and bending may be required.

4. Upon supervisory notification, the incumbent may be required to obtain and maintain security clearance up to Top Secret with SCI Polygraph or lower depending on the security clearance requirement of the supported program and/or project.

5. This position has been designated as performing Project and/or Program Management functions. In accordance with USACE policy and the Program and Project Management Career Development Plan (CDP), Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification. Employees should consult with management regarding the applicable level and timeframe for completion, as this is a condition of employment.

If the security clearance requirement is Top Secret or higher, the incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program to include passing urinalysis drug testing prior to appointment and passing random urinalysis drug testing thereafter.
