Position Overview/Duties

This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP). Current, permanent USACE employees with noncompetitive eligibility to be placed in this position are eligible to apply. This Program may only be utilized for non-competitive placements; to include voluntary reassignments, promotions not-to-exceed 120 days, voluntary changes to lower grade, details, and deployment opportunities. Who May Apply: This is an internal announcement for a Project Manager (RFSO) with an active TS/SCI Security Clearance and time-in-grade eligibility at the GS-12 or GS-13 levels in one of the following Occupational Series: 0801, 0808, 0810, 0830, or 0850

- Current permanent USACE employees, at the GS-12 level, will be considered for temporary promotion detail to GS-13 not to exceed 111 days.

- Current permanent USACE employees, at the GS-13 level, will be considered for a temporary detail up to 365 days at the same grade.

- Current permanent USACE employees, at the GS-13 level, will be considered for permanent reassignment at the same grade.

Anticipated Start Date: This assignment will begin on/about pay periods beginning in May 2026.

Major Duties:

The incumbent will serve as a Project Manager under the general supervision of the Secure Program Management Branch Chief and performing duties that include:

- Responsible for the overall management, control, and coordination of assigned projects.

- Implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.

- Negotiating and integrating all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), customer needs and other agencies' commitments in support of assigned project(s) into a comprehensive management plan.

- Integrating schedules and criteria and establishing project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.

Other Conditions and Requirements

This position requires the incumbent to obtain and maintain a TS/SCI security clearance.

Only candidates in the local commuting area and meeting OPM qualification standards for Federal service time-in-grade eligibility at the next lower grade (GS-12) or equivalent (GS-13) in one of the interdisciplinary occupational series listed in this announcement will be considered.
