Position Overview/Duties

Serves as a senior analyst and team leader within the Directorate of Resource Management, Programs and Budget Division for budget development and analysis.  

Duties include but are not limited to: 
•    Analyzing budget guidance and instructions from higher headquarters to determine impact on operations.
•    Providing guidance, direction, and control to assigned organizational elements on budget formulation.
•    Developing and administering the overall current and out-year budgetary management system.
•    Providing budgetary and technical leadership for the development of cost estimates associated with assigned programs/projects
•    Monitoring the execution of approved operating budgets and recommending adjustments
•    Distributing and balancing the workload among employees and providing support in accomplishment of assigned functions.
•    Receives, distributes, and administers funds issued to Huntsville Center such as annual funding program, allotments, allowances, obligation authorities, reimbursable and other fund instruments.
•    Establishes financial management procedures for continual review and surveillance of fund sub-divisions and limitations to minimize occurrences of violations to finance laws and regulations.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Minimum Experience Requirement: Specialized Experience for GS-12: One year of specialized experience which includes participating in formulation of budget estimates and reporting; preparing budget and financial management reports; applying budget laws, regulations, policies, and techniques for budget requests; and responding to budget inquiries from management; analyzes funds distribution document requests for completeness and coordinates requests with HQUSACE and other MACOMS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
