Position Overview/Duties

Summary

The USACE Europe District Real Estate Office, seeks a GS-12 Appraiser to independently provide appraisal services, which include valuations, appraisal reviews, and training realty specialists on market valuation procedures.

Overseas Duty Location: Europe District Headquarters located at McCully Barracks, Germany. The U.S. Army Corps of Engineers, Europe District’s headquarters is part of the U.S. Army Garrison Wiesbaden community, situated on the northern bank of Germany’s Rhine River and an ideal location for exploring the area’s mountains, beaches, festivals, ancient cities, shopping and amazing museums within the local area. Duties

As an Appraiser for the Europe District Real Estate office, you will perform complicated appraisals of real property, to include land, improvements, and partial interests.

Complete valuations to include cost estimates, gross appraisals, and real estate planning reports for military installations, commercial facilities, and residential properties to support acquisition, exchange, and real property disposal.

Gather and analyze market data to include comparable sales and leases, as well as social, economic, and physiographic data that can influence real property values.

Review appraisals and statements of rental justification for completeness, accuracy, and compliance with U.S. and host nation laws.

Provide regular instruction for realty specialists on appraisal principles and practices.

Who May Apply: Current USACE permanent employees who have held a permanent GS-12 level position.

• U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.

• A valid driver's license in one of the 50 U.S. states or possessions is required.

• Hiring incentives may be authorized (subject to available budget).

Must be willing and able to obtain and maintain a valid US Tourist and Official passport for the duration of employment.

• The incumbent must possess a State Certified General Appraiser license, held in good standing.

Locality pay does not apply in the overseas area.

• If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

• Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.

Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
