Position Overview/Duties

The Alaska District is looking for GS-14 employees eligible for Reassignment or GS-15 employees interested in a Change to Lower Grade.

The incumbent serves as Chief, Civil Works Branch, Program and Project Management Division, Alaska District. They manage the technical and administrative functions of the Civil Works team and supervises, through subordinate supervisors, a diverse team of planners, economists, scientists, archaeologists, financial experts, program and project managers, and other professionals.  

Major Duties

  • Serves as the Program Manager responsible for overall civil works program and project coordination, upward reporting, program monitoring, assignments, execution, long-range planning, short-term and long-term workload and income projections, and work request processing.
  • Implements overall program and project guidance and policy. Adapts and interprets policy to ensure uniform and balanced execution. Ensures all projects within each program incorporate the most effective and/or advanced engineering science and technology and that they are adequately and consistently structured, staffed and managed to be responsive to customer and sponsor requirements.
  • Presents projects to the District's monthly Project Review Board (PRB) and/or Line Item Reviews with senior leadership, customers, sponsors and congressional delegations. Responsible for the content of Project Management Information Management System (PROMIS) data for Branch projects, ensuring its comprehensive use by all Project Managers and Program Analysts for scheduling, funding, and reporting of assigned projects. Prepares and submits a variety of technical and programmatic reports on the status of work as required by higher authority and the District. Ensures proper and timely acquisition, allocation, distribution and return of project funding, and effective use of the Corps of Engineers Financial Management System (CEFMS).
  • Position serves as first and second line supervisor with responsibility for the technical and administrative supervision of the branch. Through subordinate supervisors exercises personnel management authority over a workforce of professional, technical, and support personnel.

Minimum GS-14 Specialized Experience: Ideal candidate should have experience in project controls, project management, resource management or business analytics with an understanding of USACE Project Delivery Business Process and familiarity with P2/PROMIS automated system. Ideal candidate will have knowledge of USACE Civil Works programs and their mission lines. Candidate should have experience in providing leadership and guidance, as well as supervisory experience. Ideal candidate will have excellent written and verbal skills.
